TOURNAMENT REGULATIONS 2025

Save as have been expressly provided in these Regulations read with the Constitutionand Regulatory norms of the Association, Regulations adopted and/or to be adopted by the ‘Badminton Association of India’ (BAI) relating to the “Laws of Badminton”which are not inconsistent or contrary thereto shall be the guiding principles of all Tournaments held or organised by or under the aegis of West Bengal Badminton Association (WBBA/Association).

Reference of “Tournament” in these Regulations shall mean and include “Tournament” as defined in Rule4(p) of the Constitution of the Association inclusive of the ‘Tournaments’ awarded by or held under the aegis of the Badminton Association of India.

A.COMPLIANCE OF THE CONSTITUTION, RULES, C ODE OF ETHICS, REGULATIONS, ETC

(i) Each and every part of the Rules related to ‘Tournament’ (as defined in the Constitution of the Association) and the Code of Ethics as appended to the Constitution shall be strictly complied with, applied and enforced. Any breach or violation or deviation shall be deemed to be indiscipline and/or misconduct invoking disciplinary action of fine and/or suspension or both as per procedure codified in the Constitution.

(ii) The West Bengal Badminton Association shall have complete control and jurisdiction over the registered Players and Technical Officials within the jurisdiction of the affiliated Members. Once seeking registration and duly registered, all Players and Technical Officials so registered with the Association shall be deemed ipso facto to have submitted to the jurisdiction of the Association and bounded by its Constitution and its Rules, Code of Ethics, Regulations, Directions and Guidelines, as be framed from time to time.

(iii) Affiliated Members, their officials, affiliated Clubs/Units and their respective members, coaches, Managers and/or other Officials participating or taking any active part or engagements or attending in any Tournament held by or organised or under the aegis of the Association shall also be deemed ipso facto to have submitted to the jurisdiction of the Association and bounded by the Constitution and its Rules, Code of Ethics, Regulations, Directions and Guidelines, as be framed from time to time.

(iv) The Council of the Association, either based on recommendations of the Tournament Committee or suo motomay adopt, modify, alter or add all further or necessary regulatory norms and guidelines relating to or arising out of any Tournament, including its conduct, performance, administration and functioning from time to time, all of which shall be binding forthwith on being notified in the “Website” of the Association and circulated to the affiliated Members.

B.TOURNAMENTS :

  1. The Association shall be entitled to hold numbers of Tournaments, as defined in the Constitution of the Association, in the State of West Bengal of different Categories/ Age Groups as the Tournament Committee may decide from time to time and held as per regulatory norms of the Laws of Games, Badminton Association of India (BAI) or otherwise as be decided to subserve the interests of development and promotion of the discipline of Badminton in the State. The decision of the Council of the Association shall be final and binding.

  1. Tournaments of the Association and of the BAI shall always be held and organized by the Association or any of its awarded affiliated Members to be held directly or through its affiliated Units, provided however, the Tournament Committee may at any time to any exigency in exceptional circumstances award any Tournament to any Unit in the State of West Bengal.

  1. While the primary object of awarding the Tournaments shall be to the affiliated “District Members”, any affiliated Member may apply in writing to the Association for awarding a Tournament in advance. If any of the associate Units of any affiliated Member intends to hold any Tournament, such Application shall have to be made through the affiliated Member concerned only. The Application must provide details of the Tournament intended to be held and its proposed dates. No vague Application shall be entertained. The Tournament Committee from time to time, as be felt necessary, shall deliberate and evaluate appropriately the Applications taking into considerations all aspects as it may reasonably think necessary, Including but not merely limiting to, the time of the Application including whether there exists any other earlier pending Application of any other Member for the particular Tournament, fitness to organize& hold, infrastructural and Venue facilities, availability of the numbers of proper permissible playable Courts and their conditions, environment, sufficiency of nearby proper Boarding & Lodging facilities, transport communication, safekeeping of the image, rights& interests of the Association and its sponsors, demeanors of the Applicant including past records, likelihood of compliances of the set down conditions if allotted and other parameters, as be laid down by the Committee from time to time. The decision of the Tournament Committee shall be conclusive and binding with no responsibility to provide any reason for any acceptance/rejection of any Application.

  1. Rule27 of the Constitution of the Association shall be mandatory and shall have to be strictly complied with without any deviation or breach. Any default shall be construed to be gross violation invoking disciplinary sanction of fine and/or suspension or both, as per codified provisions of the Constitution.

  1. Any Tournament shall, normally be played in 2 (two) Sessions on each or every day of the scheduled notified periodin accordance with the “Fixture” drawn/revised,as per the applicable “Laws of Badminton”, subject to however, due to any supervening circumstances taking into inevitability and requirements, the Referee may revise any drawn Fixtures of any Tournament and even may extend beyond ‘two Sessions’ of the Day in consultation with the Organizers and the deputed personnel of the Tournament Committee. While the Referee shall decide the timings of the respective Sessions, but for any exigency so as to complete the matches scheduled for a particular day, he/she may at his/her discretion extend the time or shift the matches to next day as would be necessary or may also change the Schedule and/or Venue or add any Venue, which shall be final and binding on all concerned.

  1. Tournaments of “Under-9” & “Under-11” Singles & Doubles will be held together; “Under-13” & ”Under -15” Singles & Doubles will be held together;and “Under -17” & “Under 19” Singles & Doubles will be held together. Senior Events to comprise of” Singles& Doubles”.

  1. While the Tournament Committee, in concurrence with the Finance Committee, shall from time to time determine the Maximum and Minimum quantum of “Prize Money” to be paid for the different Tournaments, ‘Prize Money’in all Tournaments will be awarded from the ‘Semi Final’ stages .

  1. No individual ‘Entry’ either for any Tournament of the Association or National Event from any Player shall be acceptable without being forwarded by the concerned affiliated Member with whom the Player is registered, provided however, if any such Member is temporarily disaffiliated or suspended, its registered Players may apply to the Association for providing special consideration in accordance with Rule 9 of the Constitution of the Association to participate.

  1. For any ‘State Championships’, the organizing affiliated Member shall be entitled to ‘Wild Card Entries’ of Two (2) Players for Singles Events and One (1) Pair for each paired Event.

  1. For participation in the Tournaments, entries must reach the Association’s Registration Portal within the notified closing day and time, as shall be notified in the Website of the Association, to which the affiliated Members as well as the Players must keep themselves updated to avail. Beyond the said day and time, no Entry shall be accepted and recognized, irrespective of the Entry Fee being paid beforehand and/or forwarded.

  1. All entries for ‘All India Ranking Tournaments’/’International Tournaments’ will have to be forwarded to the Association in “composite manner”. WBBA will not be responsible for any miss-out if the entries are sent in a piecemeal manneror with mistakes/faults and any consequential prejudices. For any mistake in the Entry, if the name of the intending participant does not figure in the Fixture, the Association shall not be responsible for the same, nor could it be asked to seek rectification.

  1. Players intending to participate in ‘Doubles’ and ‘Mixed Doubles’ Event(s) in “National Ranking Tournaments”, partnering Players from any other State, should forward their names to the Association through the concerned affiliated Members. In default and if the Association is not provided with details of all the intending participating Players beforehand, such Pairing shall not be allowed by the Association. The Association may give NOC also, only if such request comes only from the concerned affiliated Member of the BAI beforehand and within the scheduled date and time. For any mistake or default, if the name of the intending participant does not figure in the Fixture, the Association shall not be responsible, nor could it be asked to cause/seek rectification.

  1. Subject to review by the Finance Committee, for organizing “State Championships” and “Inter District Championship” (as and when so permitted), the Association will provide the entire quantity of Free Shuttlecocks to the Organizing Affiliated Units in addition to the ‘Merit & Participation Certificates’ and ‘Medals’. Financial Incentives for organizing State Championships, as determined from time to time by the Council based on recommendations of the Finance Committee, will be made available by the Association.

  1. For conducting “State Ranking Tournaments”, the Association will provide such quantity of free and cost-based Shuttlecocks, as may be determined by the Tournament Committee in consultation with the Finance Committee from time to time.

  1. In all Banners, Gates, Hoardings and Certificates of the “State Ranking Tournaments”, it is to be mandatorily mentioned “Supported by the West Bengal Badminton Association”. The Organizing Units concerned shall be under obligations to print all the Banners, as per the approved Sample to be provided by the Association. The Organizers shall follow the same format in all Banners / Hoardings/Gates and other advertising Displays, provided however, Event Sponsors’ Logo may be inserted therein, without defacing or obstructing the Logos of the WBBA and its Sponsors.

  1. It is specifically mandated that no Organizer of any Tournament, be it of the Association or BAI, shall permit display of any Competitor of “Yonex”/”Sunrise” and/or other Sponsors of WBBA in any Banner, Hoarding, Gate or otherwise in any mode of advertising or display directly or in any surrogated process in or around the Tournament Venue, Arena and/or its Vicinity. Any breach or deviation may cause cancellation/stoppage of the Tournament with penal measures.

  1. The Association will provide the Organizers of “State Ranking Tournaments”, the “Merit & Participation Certificates” and ‘four (4) Banners’ free of costs. In case the Organizers conduct Tournaments in 2 Venues, then additional ‘two (2) Banners’ will be provided free of costs. Organizers shall be under responsibility to collect Shuttlecocks, Certificates and Banners from WBBA office in advance. All Organizers shall be under obligation to provide the Association details of “Used & Unused” Shuttle Cocks immediately on conclusion of the Tournament and account for the same.

  1. No Tournaments including invitation Tournaments (approved by WBBA) shall be played with any unregistered Shuttle Cocks.

  1. Fixtures of the Tournaments shall be drawn through Software. For preparation of the Fixtures of the Tournaments, the personnel so deputed by the Association (other than any Official) shall be paid by the Organizers of the Tournaments concerned a lump sum quantified amount towards travelling and fooding expenses, as shall be determined by the Tournament Committee in consultation with the Finance Committee.

  1. The Tournament Committee may depute Official to oversee smooth conduct of the Tournaments held, and in such cases, travelling expenses and remuneration will be borne by the Association as per norms to be decided from time to time by the Council based on the recommendations of the Tournament Committee, whereas their appropriate Boarding & Lodging expenses will be borne by the Organizers.

  1. The Selectors attending Junior & Senior State Championships conducted outside the City of Kolkata and beyond local transportable limits shall also be entitled to “AC 3 Tier Train/AC Bus” to &fro Fare plus lump sum incidental expenses amount, as be determined by the Tournament Committee in consultation of the Finance Committee from time to time.

  1. For attending any Coaching Camps at Districts related to the “Age Group of 9 years to 19 years” Events, the deputed ‘Coaches’ shall be entitled to travel in AC III Tire/AC Coaches. While the affiliated Members will bear the expenses of the Boarding & Lodging, WBBA will bear the travel expenses and the remuneration per day and Lump sum while traveling, as shall be determined from time to time.

  1. For live streaming of all Ranking Tournaments through “YouTube” or otherwise as be notified, the Organizers shall bear the amounts payable to the Broadcaster, quantum of which shall be determined by the Finance Committee from time to time. For State Championships, the Broadcaster’s payments will be borne by WBBA, while the fooding and lodging will be provided by the Organizers.

  1. Organizers for Rankings / State Championships shall have to engage a “Physio” and arrange equipped “Ambulance” available at the Venue for all days of the Tournament.

C. COMPULSIVE REGISTRATION OF PLAYERS

  1. No one shall be entitled to participate in any Tournament held or organized by the Association or held by or organized under the aegis of the Association and of the BAI, unless duly registered with the Association through any of its affiliated Member.

  1. Anyone (subjective of Age qualification) residing and/or settled in the State of West Bengal intending to play the game of Badminton as per the Laws of the Games, Regulatory norms and laws of Badminton and intending to participate in any Tournaments in the State of West Bengal held by the Association and/or under its aegis, followed by National participations, must compulsorily obtain ‘registration’ as per regulatory norms under the “West Bengal Badminton Association” through any of its affiliated Member, so as to become eligible to participate.

  1. Players seeking registrations, including revalidations of registrations every Year shall be compulsively required to furnish correct and authentic documents complete in all respects through the affiliated Member only. No individual submissions bypassing the affiliated Member concerned(to which the Player is registered) shall be accepted or considered.

  1. All AGE GROUP Players seeking “New Registration” shall be compulsively required to apply for registration strictly in terms of the BAI Circulars issued from time to time and uploaded in the ‘Website’ of the Association and circulated to the affiliated Members. Age Group Players are required to obtain the Guidelines from the respective affiliated Members concerned to ensure no deviation or default is committed while seeking registration. True & authentic required documents must be submitted to the Association within the specific time so fixed under the Constitution of the Association and also notified hereafter. Failure to ensure compliance or any deviation within the time frame shall automatically disentitle the Player registration. In case of any change of residential address of any Player, the same must be intimated to the Association in writing with necessary and satisfactory documentary proof forthwith, but not later than 15 days.

  1. All SENIOR Players seeking “New Registration” shall be compulsively required to produce true & authentic copies of Pan Card & Aadhaar Card along with Address Proof through Voter ID Card/Passport/Driving license to the Association along with other documentation as be required and within the specific time so fixed under the Constitution of the Association and notified hereafter. Failure to ensure compliance within the time frame shall disentitle the Player registration. In case of any change of residential address of any Player, the same must be intimated to the Association in writing with necessary and satisfactory documentary proof forthwith, but not later than 15 days.

  1. If any false or fudged or fabricated Birth Certificate or any other required document is submitted by any Player, the same shall be a gross misconduct and serious offence and on being so detected, the Player shall automatically stand deregistered and/or suspended for a minimum period of “One Year” from participating in any Tournament held by or organized or held under the aegis of the Association & BAI Tournaments with further disciplinary action as per the Constitution of the Association read with the BAI directions.

  1. For “renewals of Registrations” every year, the Players, (irrespective of Age Group & Senior Players) shall have to submit letters through Registration Portal requesting for renewals with WBBA ID Numbers within the specific time so fixed under the Constitution of the Association and provided hereafter. Failure to ensure compliance within the time frame shall automatically deregister the defaulting Player.

  1. The affiliated Members, the Players and their respective Guardians (as the case may be) shall be responsible for ensuring faithful compliance by keeping updated from the Website of the Association.

D. REGISTRATION/TRANSFER

  1. So as to play the Tournaments held or organized by the Association or held by or organized under the aegis of the Association and of the BAI, a Player is to first register himself/herself with any of the affiliated Member of the Association and then to apply through the said affiliated Member to the Association for registration.

  1. Entire process of ‘registration” shall be through “ONLINE” process with opening & closing of the respective Window as per the respective dates provided hereafter.

  1. Every Player must be ‘registered” every year irrespective of new registration or for already registered Player as per specific process, as outlined in the Constitution of the Association and in these Regulations

  1. Registration of a Player through an affiliated Member shall have to be completed between the office hours of1stOctober and 30th November every current Year in specified Format (as provided and/or further be updated and prescribed from time to time and notified in the “Website” of the Association) along with the “Registration Fee”, as be determined by the Council of the Association from time to time following recommendations by the Tournament Committee and Finance Committee.

  1. ‘Registration’ does not mean mere submissions of the application as per the Format and/or deposit of ‘Registration Fee” but shall compulsively include submissions of “necessary correct and valid documents” within the mandated time frame, failing which irrespective of submissions of Application and/or Registration Fee, the registration/renewal of registration shall not be granted.

  1. For registration, if after scrutiny of the documents, any defect is found, either relating to production of documents, its contents, or corrections or otherwise, the concerned affiliated Member shall have only “two Chances” to remove deficiencies in the Registration Papers and/or corrections and resubmissions, failing which the Registration process of such Player shall stand automatically cancelled with no further extended time frame.

  1. If there be any default to register within the above time frame between the office hours of 1 st October and 30 th November every current Year, an extended opportunity may be availed with Fine (quantum of which, as be prescribed by the Council from time to time) prior to and not beyond the expiry of 5 P.M. on 31 stDecember of the current Year. Under no circumstances, any extension beyond the same for registration/renewal of registration shall be permitted or granted and the defaulting Player, even if earlier registered shall be automatically ‘deregistered’ and unfit to participate in any Tournament in the forthcoming Year, till the Window for registration of the Year so opens in the month of ‘October’ and the player reregisters himself or herself.Beyond the specific “Time-Line”, as specified, no additional time or exception shall be granted.

  1. Any default or delay by the Player and/or the affiliated Member in proper compliances would automatically bar the defaulting Player from being registered and participation in any Tournament, without any notice.

  1. “Transfer” of Player from one affiliated Member to another shall be permitted between 1stOctober and 30th November every current Year against payment of requisite “Transfer Fee” as be duly notified in the Website of the Association from time to time.

  1. “Inter District” and “Inter State” Transfer Fees shall be determined from time to time by the Council on the basis of recommendations of the Finance Committee and duly notified in the Website of the Association.

  1. While the time for “registration “and “transfer”, as above, shall be final with no extended time, if however, any Employee of any Government Service/Organization employed outside the State is transferred to West Bengal from another State at any midterm and seeks Registration for son/daughter playing Badminton, the same may be considered favorably “Offline” as per application of an affiliated Member and subject to due scrutiny and fulfilling necessary criteria, may be allowed to participate in the Tournaments and once the ‘Online” process for “Transfer Window” opens, such Offline registration/transfer be regularized through the ‘Online Registration’ process within the scheduled time frame.

E. ENTRY FEE FOR TOURNAMENTS

  1. “Entry Fee” payable for any Tournament shall be determined by the Tournament Committee in consultation with the Finance Committee from time to time and duly notified and updated in the Website of the Association.

  1. “Entry fee’ forwarded with wrong Age Group shall stand forfeited and if the concerned affiliated Member intends to change the Age Group to other appropriate Group, additional Entry Fee, as shall be prescribed from time to time, shall have to be paid to avoid discarding the Entry.

  1. If any entry is withdrawn from the State Rankings / State Championships, Entry Fees will not be refunded, provided however, if any Event is not held for less requisite Entries, the Entry Fees for any such Event will be refunded.

  1. In the event any Player fails to participate or withdraws from any Tournament of the Association and/or from All India Ranking Tournaments/International Tournaments after deposit of “Entry Fee”, through the concerned affiliated Member, he/she shall be compulsively required to pay “Administrative Fee”, as be determined from time to time. Player who fails to pay the “Administrative Fees” for non– participation/withdrawal, his/her future Entry for subsequent Tournaments shall not be accepted, until discharge of due payments. However, if a Player falls sick or is accidentally injured or in case of demise in the family, the Tournament Committee may on due evaluation, waive the “Administrative Fee”.

  1. “Tournament Fee” for the ‘State Ranking Tournaments’ shall be payable to the Association by the organizing affiliated Member. The quantum of the Tournament Fee shall, from time to time, be determined by the Council based on the recommendations of the Tournament and Finance Committees and duly notified in the Website of the Association.

  1. As ‘Fixtures’ of the Tournaments shall be drawn by the Association through Software, a quantum of “Fixture Preparation Fees” (as shall be notified by the Tournament Committee in concurrence of the Finance Committee from time to time) shall be payable by the concerned Organizers of the Tournaments.

  1. For any State Championships and Inter District Championships, the concerned Organizers of the Event(s) shall be exempted from payment of the “Tournament Fees” and ‘Fixture Preparation Fees’.

F. PLAYERS

  1. Players having due registration with the Association and undertaking to abide by and bounded by the Association’s Constitution, Code of Ethics, Regulations, Rules, Directions and Guidelines, as be framed from time to time, shall be entitled to participate in any Tournament (subjective of qualifications as to the “Age Bar” and/or any suspension) held or organized by or under the aegis of the Association or any of its Member.

  1. Being a Model disciplined Competitor, on-court presentation and behavioral conduct of a Player both on Court and at the Venue of all the Tournaments including BAI Tournaments must be exemplary and appreciable by other Players, Spectators and everyone. Any unruly, indisciplinary behaviour or misconduct shall be dealt with stringently.

  1. The Players, at all times, ‘in the arena of any Tournament or ‘on-Court’ or otherwise at the Venue, shall be compulsively required to comply with and observe mandatory provisions of Rules 12(a) & 25 of the Constitution, Code of Ethics, Regulations, Rules, Directions and Guidelines, as be framed from time to time. Any default shall be deemed to be gross indiscipline and misconduct invoking disciplinary sanction of fine and/or suspension or both, as codified.

  1. No Player shall be eligible to participate in more than two (2) Events in any Tournament.

  1. During a Calendar year (after one State Championship to next year State Championship), if there be any breakup for any cause in any “PAIRED EVENT”, each partner would get 50% points, provided however, if any one of the Partner is suspended, his / her point would be “0”.

  1. A Player shall be responsible to note the ‘Fixture’ and the order of Matches of all Tournaments, including revised draws, as the case may be, notified through the Tournament Software and displayed in the Notice Board at the Venue before the commencement and the same will be treated as final, valid and complete Notice to all concerned. There shall be no separate intimation or notice to individual Player or affiliated Members. Any challenge to any Fixture shall debar the Player from participation in the Tournament/Championship after providing 5 Minutes time to play as per the Fixture.

  1. Every Player shall report to the Referee and in his absence to the Deputy Referee on arrival at the Arena at least 10 minutes before the scheduled Match/es and before leaving the arena after completion of the Matches.

  1. Every Player to be ready to play and to commence playing the announced Match within 5 minutes of the announcement, failing which the Umpire or the Referee may scratch the defaulter. Scratching a defaulter shall debar the Player from participation in the Tournament as a whole.

  1. Complying with the goodwill formalities before, during and after any match including thanking Technical Officials and shaking hand with Opposite Players is mandatory.

  1. Every Player shall be bound to play all matches on any single day as may be assigned as per the Fixture and to play and complete any unfinished match/es, if any, by the following morning from the points when the Match has been withheld/ discontinued/adjourned. Decision of the Referee in this regard shall be final and binding.

  1. If illness, injury, disqualification or other unavoidable hindrance prevents a Player/ Pair completing all the matches, as per his/her Entries, the Player will be given points upto the Round he/she has played and completed the Match.

  1. In the event of any withdrawal or non-participation by a Player in any Tournament, after Draw is made and notified in the Website, the concerned Player shall be compulsively required to pay such amount of fine as may be determined from time to time, before participating in the next Tournament and in default such participation shall not be permitted and the opponent Player as per the Draw shall be given walk over. However, if a player falls sick or is accidentally injured or in case of demise in the family, the Tournament Committee may waive the fine.

  1. For the purpose of these Regulations, ‘retiring’ from a match shall not be considered to be a withdrawal, however, should a Player be entered in more than one Event, by retiring from one Event, the Player shall not be entitled to participate in the other Event of the same Tournament in which he/she has entered.

  1. Any ‘Walk Over’ by a Player would automatically debar him/her from participating in any other Event in the concerned Tournament. For example, a Walk Over in the Singles event would debar from playing in the Doubles and vice versa.

  1. For participation in State Championships (except “U-9 &11 Years Age Groups” Tournaments), a Player / Pair has to participate in at least 50% of the State Ranking Tournaments held in the current year. It is clarified that if a player singly or as a pair participates in any Event in the State Ranking Tournaments, he/she will be eligible to participate in the following State Championships. However, for any acceptable supervening extra-ordinary circumstances, like Board Examinations, severe illness or any unprecedented incident in the family, as may be favorably considered by the Association, a Player may be permitted to participate in the State Championships without participation in the Ranking Tournament. It is made clear that such a decision will be undertaken as a discretionary decision based on case-to-case basis and shall not be treated as precedent.

  1. If a Player is shown “Red Card” in any match, he/she would have to pay Rs.500/= for each ‘Red Card’ shown, before participating in the next Tournament, in default of which, the Player shall not be eligible to play therein.

  1. Any player/pair shown “Black Card” by the Umpire in any match, shall be disqualified from participating in all subsequent matches so entered in the Tournament and shall not be permitted to be present in any part of the Venue. A Player/Pair shown “Black Card” shall have to pay minimum amount of Rs.1,000/= forthwith. In addition, on receipt of a Report of a Black Card, necessary Disciplinary Proceeding may be initiated by the Disciplinary Committee based on the gravity of misconduct. Such Player/Pair shall not be eligible to play in any subsequent Tournament unless exonerated by the Disciplinary Committee.

  1. If the Referee is of the opinion that any Player is not playing any Match upto his/her potential and/or is giving away the Match without sufficient satisfactory cause of any injury sustained on the Court or immediately before reporting for the Match or due to any serious illness, he/she shall at his/her discretion be at liberty to forthwith stop the Match and/or suspend the Player from participating any further in the Tournament and submit Report to the Association. In such event any benefit, points, laurel or prize earned by the Player(s) concerned shall stand suspended and withheld till final decision in accordance with the Disciplinary process of the Rules.

  1. If the Referee is of the opinion that any Player(s) is attempting to contrive any Match or intentionally conceding or throwing away any Game or giving intentional walk over, he/she shall forthwith stop the Match and suspend the Player from participating any further in the Tournament and submit Report to the Association. In such event any benefit, points, laurel or prize earned by the concerned Player(s) in the Tournament will be forfeited and the Player shall be suspended for participation for at least for 6 months subjective of final decision in accordance with the Disciplinary process of the Constitution.

  1. In case of any misdemeanor or if any condemnable or abusive language is used or threats being given by any words or gesture either addressed to Referee, Umpire, Technical Officials, Association and/or addressed to any Official or otherwise or if any Match is held up by or at the instance of any Player or Coach or Guardian/associate of any Player due to any decision of the Umpire, or Line Judge, Referee or Dy. Referee, the concerned ‘Player’ shall be debarred from participating any further in the Tournament apart from further disciplinary proceeding of misconduct and the Referee shall have unfettered right to forthwith send the Player and all concerned person(s) out of the Tournament Arena and the Venue. The decision of the Referee shall be final and binding. The Referee shall be required to report the same to the Association forthwith on conclusion of the Tournament

  1. The Fee for lodging any ‘Protest’ of any kind arising out of or related to any Match of a Tournament shall be non-refundable amount of Rs.2,000/=,or as be prescribed by the Council in consultation with the Finance Committee from time to time. Protest must be in writing addressed to the Referee and lodged within “one hour” after completion of the Match accompanied with the ‘Protest Fee’. No Protest beyond the time limit and devoid of deposit of the ‘Protest Fee’ shall be entertained. Either the Referee would resolve the issue on the spot and if incapable or unable to do so,forward the same to the Association for necessary redress.

  1. If any registered Player secretly/clandestinely participates in any “Unauthorized Tournament” without prior permission in writing of the Association, the Player shall stand automatically debarred from participation in any Tournament held or organized by or under the aegis of the Association for a period of “SIX (6) Months” from the date of knowledge of the Association with all Points [as provided in Regulation “G(iii)” hereafter] earned in the meanwhile being deleted and the Player shall not be eligible to ask the Association to forward his/her name for participation in any BAI Tournaments during the period of suspension.

  1. For lodging any Complaint by any Third Party of any Player’s participation in any “Unauthorized Tournament” without prior permission in writing of the Association, the Complainant must disclose his/her identity, Contact Number, along with the name of the concerned Player(s), name of the Organizer and the dates of unauthorized participations and cogent material evidence therefor. While the Complaint in writing with the above particulars must reach the Association within One (1) month of any unauthorized participation along with a deposit of Rs.3,000/=, (subject to review by the Council from time to time), if the veracity of the Complaint is established the deposit shall be refunded forthwith.Any deviation or noncompliance of the above criteria would cause rejection of the complaint.


G. REPRESENTATION IN THE STATE TEAM:

  1. Eligibility to represent the “Bengal Team” to participate in BAI National Tournaments shall initially depend upon the “Rank based Points”[as provided in Regulation “G(iii)” hereafter] earned by the Players through successful participations in the current Year’s State Ranking and State Championships. The Points earned by a Player shall be continuously updated in the Website of the Association so as to enable each Player to know his/her ranking. It is, however, made clear that final selections to represent the “Bengal Team” shall be dependent upon participation in the “Bengal Camp” to be held immediately before any National Tournament where the concerned Selectors would judge the merits, fitness and conduct of the Players before finally selecting the Players. If any Player fails to qualify, next Ranked ‘Stand by Player’ would qualify. Decisions of the Selection Committees in their “Selection Process & parameters” shall be final and binding to all concerned including the Association.

  1. For “East Zone Championships”, the Selection Committee will select ‘Doubles Pairs’on the basis of their ‘Doubles’ outstanding performances only.

  1. A player will receive a ‘Seeding’ in the first Tournament of the Year considering the points earned by him/her throughout the previous Year in Ranking Tournaments and State Championships.

  1. If any Player is under suspension or under Disciplinary sanction, the Player concerned shall not be considered for selection, irrespective of the Points so earned.

  1. If a Player found to be injured or found medically unfit or undisciplined or have breached any Code during Zonal Championships, Nationals / National Games etc., the appointed Managers and the Coaches shall have liberty at their discretion to take on spot decision to drop the Player and include other Player in the Team or even seek replacement by the Association. In case any replacement is sought for, the selected “Standby” Player shall be sent by the Association.

  1. Participation in the “State Championships” shall be compulsive for being considered for selection to represent the “State Team” irrespective of the points earned. However, any if any player genuinely unable to participate in the State Championships due to any genuine acceptable supervening extra-ordinary circumstances, like accidental injury, Board Examinations, severe illness or any unprecedented mishap/incident in the family, as may be sympathetically considered by the Association, the Selection Committee, may at their discretion, permit the Player to represent the “State Team” subject to his/her eligible ranking in points and qualifying in tests during Bengal Camp. No such permissions shall be treated or construed to be a precedent in future.

  1. Players selected to represent the Bengal Team shall be under compulsive obligations to attend the entire duration of the ‘Bengal Camps’so notified before the East Zone Championships and other Nationals. Absenteeism of any Player in the Camp shall debar him/her from being selected, unless absenteeism for not exceeding “one day” is condoned by the Selectors present due to any genuine serious medical ground/Board Examination or unfortunate mishap/incident in the family, subject to production of necessary authentic documentations in support. For any illness, production of Medical Certificate from a “Super Specialty State Hospital” shall be compulsive. No excuse of having practice/training in any Coaching Institution/Camp and/or stuck and/or staying outside the State shall be accepted under any circumstances.

  1. Players initially selected in the ‘Bengal Team’ by virtue of points earned, who are not residents of Kolkata and/or its fringes and stay at a place beyond 150 Km away from Kolkata, will be provided with ‘AC 3 Tier’ to &fro’ Fare from residential place to Kolkata for attending the scheduled “Bengal Camps” as well as Rs. 1000/- per day,(or such an amountas may be determined by the Finance Committee from time to time),for the number of days the ‘Bengal Camp’ continues.

  1. Irrespective of selection in Bengal Team and/or production of Medical Fitness Certificate, any Player may be eliminated from the “Bengal Team” if the Selectors present in the Bengal Camp are of the opinion that the Player has suppressed injury, or unfit or not properly fit or capable to play competitive Events representing State Team. The decisions of the Selectors shall be final and binding.

  1. If any Player after being selected in the “Bengal Team” does not participate in the National Events, as part of the Bengal Team for any reason, other than, acceptable supervening extra-ordinary circumstances, like Board Examinations/Injury/Severe illness or any unprecedented mishap/incident in the family, as may be favorably considered by the Association, the concerned Player shall not be allowed to participate in the State Tournaments in the next Calendar Year irrespective of the points and ranking so earned.

  1. Players selected to represent the State for participation in East Zone Inter State Championships, and in “U 11”, “Sub–Junior”, “Junior”, and “Senior” Nationals shall make their own travelling arrangements and shall be reimbursed with “AC III Tier‘to &fro’ Train fare from respective residential places to the Venue and back and an additional Lump Sum incidental amount, as be from time to time determined by the Association. Provided however, in the event the Association, as per emergent exigency, makes any other alternative travelling arrangements, no amount, as above, shall be payable.

  1. Irrespective of travel arrangements by the Players selected to represent the State for participation in “East Zone Inter State Championships”, “U 11”, “Sub–Junior”, “Junior”, and “Senior” Nationals, as above, shall be mandatorily required to report to the Managers/Coaches at the respective Venue(s) atleast“One day” prior to commencement of the respective scheduled Tournaments.

  1. Selected Players to represent the Bengal Team desirous of availing official accommodation arranged by the concerned Organizers of the National Tournament, shall have to inform the Managers/Coaches in advance for necessary arrangements.

  1. Players representing the State as the “Bengal Team" shall compulsively abide by all directions and decisions of the accompanying Manager s and the Coach es without any deviation, to avoid any disciplinary action.

  1. Bengal Teams meant for participation in the East Zone and other Nationals, shall have a Female Coach /Manager.

  1. All other benefits and incentives to the eligible Players for any Tournament or for achieving acclamations, including monetary benefits, free Shuttle Cocks, Expense subsidy, travelling, boarding & Lodging, etc., as also for the ‘Bengal Team’ along with its Coaches and Managers, shall be determined by the Council from time to time based on the recommendations from the Tournament Committee and the Finance Committee from time to time and duly uploaded in the Website of the Association.

  1. The “State Players” achieving acclamations in Singles and Paired Events in National Events will be provided with incentives, as may be determined from time to time by the by the Council from time to time based on the recommendations from the Tournament Committee and the Finance Committee from time to time and duly uploaded in the Website of the Association.

H.REFEREE:

  1. Rule 26 of the Constitution of the Association read with the Code of Ethics shall be mandatory and remain duly applicable to the Referee/Dy. Referee.

  1. The Referee and the Dy. Referee shall always keep themselves fully updated with the Regulations of the Association and of the BAI and also the applicable Laws of the Game.

  1. A Referee appointed for any Tournament shall be in overall charge and control of the Tournament and the entire arena where the Tournament is to be played, and his/her decisions in all matters relating to or arising out of the Tournament concerned shall be final and binding and beyond the scope of any review.

  1. Due to any supervening circumstances taking into necessity and requirements, the Referee may revise any drawn Fixtures of any Tournament and even may extend beyond ‘two Sessions” per day in consultation with the deputed personnel of the Organizer and the Tournament Committee. While the Referee shall decide the timings of the respective Sessions, but for any exigency so as to complete the matches scheduled for a particular day, he/she may at own discretion extend the time or may shift the matches to the next day or change the Schedule and/or Venue or add any Venue, which shall be final and binding on all concerned.

  1. Once the Referee takes charge of the Venue of any Tournament, his/her Decisions till completion of the Event related to the Tournament including the entire Venue shall be final and binding on all concerned.

  1. On conclusion of every Tournament, the Referee shall submit detailed Report in writing to the Association within 3 (three) working days.

  1. The Umpires Committee will ensure adequate numbers of Umpires and Technical Officials are deputed, including the ‘Deputy Referee’ to assist the Referee.

  1. Dy. Referee, Umpires and the Linesmen (to be compulsively provided by the Organizers) shall be under the control and supervision of the Referee and shall abide by his/her decisions.

  1. It shall be the duty of the Referee to assign Umpires and the Lines Men to hold Matches of the Tournament in complete free and fair process.

  1. The Referee and the Dy. Referee shall ensure and maintain strict discipline both in and around the Tournament arena and in the Courts of play in compliance of the regulatory provisions and the Code of Ethics.

  1. If the Referee or in his/her absence the Dy. Referee, as the case may be, is of the opinion that a Player and/or his/her Coach or Guardian/accompanies persons(s) causing or indulging in any breach of the Laws of the Game, regulatory Codes of the Association or any mode of indiscipline, disturbance or disruptions either by shouting, abusing, threatening by any words or gesture or trying to or unsettling any Match in any manner or giving/throwing away the Match or even intentionally delaying the Match so as to gain unfair benefit in Court, he/she shall deal with the same in utmost strict process without any fear or favour, including stopping the Match or giving the points to the Opponent Player, or suspend the Player from participating any further in the Tournament and/or sending the guilty Player/concerned person(s) out of the Tournament Arena.

  1. The Referee or in his/her absence the Dy. Referee shall not accept any ‘Protest’ of any kind unless put in writing and duly signed and accompanied with non-refundable ‘Protest Fee’. No Protest shall be acceptable beyond ‘one hour’ after completion of the Match.

  1. If the issue of the Protest (submitted as above) is redressable by the Referee, he/she shall dispose of the same as per the Laws of the Games and regulatory Codes of the Association. If unable to do so, he/she shall forward the same to the Association along with his/her report for necessary redressal.

  1. The Referee /Dy. Referee shall be present in the playing arena/Hall during the course of every match and must be watchful, vigilant and upright.

  1. The Association may also appoint a “Umpire’s Coordinator” to coordinate and to keep watchful eyes on the entire process including the performances of the Referee/Dy. Referee/Umpires and shall submit his/her independent Report to the Association within 3 (three) working days from conclusion of the Tournament.

  1. The Referee, Dy. Referee and the Umpire’s Coordinator (if so nominated) shall be provided with remunerations, benefits and other entitlements including travelling and lodging as be decided from time to time by the Finance Committee based on recommendations of the Umpires Committee and duly notified in the Website of the Association.

  1. UMPIRES & TECHNICAL OFFICIALS

  1. Ensuring faithful compliances of Rules 26 of the Constitution of the Association read with the Code of Ethics shall be mandatory.

  1. The Umpires and Technical Officials must be fully updated with the Regulations of the Association and BAI and the applicable Laws of the Game.

  1. The Umpires/Technical Officials will avoid withdrawing from the assigned Tournament without any sufficient valid reason, like injury, illness or emergent situation.

  1. Umpires, Technical Officials and the Linesmen shall be under the control and supervision of the Referee and shall not leave the Tournament arena without prior permission of the Referee.

  1. The Umpires and Technical Officials as may be deputed with assigned Tournaments shall report to the Referee and discharge the assigned duties as be entrusted without deviation.

  1. The Umpires/Technical Officials when enforcing the regulatory norms and conducting any assigned Match of any Tournament shall act in a true professional disciplined manner and enforce the laws of the Game, regulatory norms and discipline strictly without any fear or favour. The Umpires/Technical Officials shall always portray and maintain a professional working courteous relationship with the Players, Team Managers, other Technical Officials and the Tournament Organizers, but strictly maintaining a clear boundary between professional duties and friendships and shall when discharging the assigned duty of conducting any Match shall provide no favour or sympathy or benevolence to anyone.

  1. The Umpire shall be in charge of the assigned Court of Play and its immediate surroundings from the time of entering the Court before the match until leaving the Court after conclusion of the match.

  2. The Umpire shall check that the Players’ clothing conforms to the Regulations and the Code of Ethics concerning colour, designs, lettering and advertising, and ensure that any violation be forthwith rectified within 5 Minutes. In the event of any failure, the Player’s participation shall be stopped and be asked to leave the Arena. The Umpire shall also submit a Report to the Referee.

  1. An Umpire appointed for conducting any Match of any Tournament shall be overall in charge and control of the Match and the entire arena of the Court of Play and his/her decisions in all matters relating to or arising out of the Match concerned shall be final, subject to however, in any supervening extra-ordinary exigency, the Referee and in his/her absence, the Dy. Referee may intervene and review.

  1. In case of any doubt as to any decision being made or any issue, the Umpire may call the Referee/Dy. Referee for final decision.

  1. While conducting any Match, the Umpire shall be extremely firm, vigilant and alert, ensuring strict discipline and fair play and shall not permit any unfair means to be adopted by any Player or allow or permit any intentional or unnecessary waste of time or unfair play. The Umpire shall not hesitate to undertake any firm disciplinary step if the situation demands including flashing required Cards, as and when so required. Any unnecessary sympathy shown to anyone would be tantamount to dereliction of the duty.

  1. If the Umpire is of the reasonable opinion that a Player and/or his/her Coach is causing or indulging in any breach of the Laws of the Game, regulatory Codes of the Association or any mode of unfair play or indiscipline or disturbing or intentional time killing process either by arguing with the Umpire, shouting, abusing, threatening by any words or gesture or throwing the Racket down or kicking the Shuttle Cock or adopting any disrupting process in any manner or intentionally delaying the Match so as to gain unfair benefit in Court or trying to throw away the Match, he/she shall forthwith stop the Game and call the Referee and in his/her absence the Dy. Referee for necessary redressal forthwith as per Regulations above.

  1. The Umpires shall provide details of the Shuttle Cocks used and unused to the Referee on completion of each Match.

  1. If any Organizer of any Tournament is unable to provide required Fooding to the Umpires/Technical Officials during the Tournament, then “Per day” per head costs thereof for the actual days of the Tournament, as shall be notified by the Tournament Committee from time to time, hall be paid and/or reimbursed by the Organizers of the concerned Tournament.

  1. No Umpire or Technical Official shall officiate in any unauthorized Tournament of whatever nomenclature without prior written consent of the Association. It there be any breach, the concerned defaulting Umpire and/or the Technical Official shall stand automatically debarred for ‘SIX (6) months’ form being selected for any Tournament, with further disciplinary sanction.

J. MISC.

i) Any decisions making process of the Tournament Committee having financial implication directly or indirectly shall only be undertaken with concurrence and approval of the Finance Committee, from time to time.

ii) In case of any emergent decision, the Chairman of the Tournament Committee in consultation with the Convenor and the General Secretary of the Association may adopt the same, subject to the same being ratified by the Tournament Committee in its subsequent Meeting.

iii) If the Association itself is required to hold, conduct and organise any Ranking Tournaments/State Championships/Nationals, the same shall primarily be held at its approved and recognised “Star Badminton Academy”, unless otherwise determined by the Tournament Committee in consultations with the Council.

iv) The Council may from time to time undertake all necessary and binding decisions relating to or arising out of the Tournaments and frame further or other Tournament Regulations or alter or modify the same based on the recommendations of the Tournament Committee which shall be effective and binding on being duly notified to the Affiliated Members through Circulars and uploading in the Website.

v) Notwithstanding the contents of these Regulations, all existing decisions related to the Tournaments as notified from time to time, primarily related to Financial Incentives and its implications including Entry Fees, Prize Money, Incentives, Benefits, Travelling, Boarding & Lodging and others and the modus of providing the same, which are not inconsistent to the Regulations, as above, shall continue to remain operative until modified or altered in due course and duly notified through Circulars to the affiliated Members and being uploaded in the Website.
