A. THE PLAYERS REGISTERED WITH WBBA SHALL NOT BE ALLOWED TO USE ANY PLAYING DRESS WITH LOGO OR EMBLEM OR NAME OF ANY UNAUTHORIZED OR UNRECOGNIZED BODY OF WEST BENGAL BADMINTON ASSOCIATION FOR PARTICIPATION IN ANY EVENT INCLUDING TOURNAMENT, MATCH OR CHAMPIONSHIP AUTHORIZED BY OR HELD OR ORGANIZED OR HELD UNDER THE AEGIS OF WEST BENGAL BADMINTON ASSOCIATION OR WHILE REPRESENTING IT AT ANY LEVEL, NOR SHALL BE ALLOWED TO ENTER THE ARENA OF ANY OF THE ABOVE EVENTS WITH ANY OF THE ABOVE KITS OR PLAYING DRESS WITH LOGO OR EMBLEM  OR NAME, SUBJECT TO HOWEVER, SUCH RESTRICTION WOULD NOT BE APPLICABLE TO THE KITS AND DRESS WITH LOGO, NAME OR EMBLEM OF ANY AUTHORIZED/RECOGNIZED BODY OF THE BADMINTON ASSOCIATION OF INDIA.

B. NO LOGO OF ANY COACHING CAMP, CLUB, ACADEMY, ASSOCIATION OR INSTITUTION SHALL BE PERMITTED IN ANY PART OF THE PREMISES (the arena of any of the Events authorized by or held or organized or held under the aegis of West Bengal Badminton Association or while representing it at any level) UNLESS AUTHORISED IN WRITING AND DULY NOTIFIED.

REFRAIN FROM USING ANY WORD COMMONLY KNOWN AND UNDERSTOOD IN ANY LANGUAGE TO BE PROFANE OR INDECENT AND UTTERED CLEARLY AND LOUDLY ENOUGH TO BE HEARD BY THE UMPIRE OR SPECTATORS OR MAKING OF GESTURES OR SIGNS WITH THE HANDS AND/OR RACKET OR SHUTTLE THAT COMMONLY HAVE AN OBSCENE OR OFFENSIVE MEANING OR FROM MAKING A STATEMENT WITHIN THE ARENA OF THE TOURNAMENT, DIRECTED AT ANY PLAYER, OFFICIAL, OPPONENT, SPECTATOR OR OTHER PERSON THAT IMPLIES DISHONESTY OR IS DEROGATORY, INSULTING OR OTHERWISE ABUSIVE

ANY BREACH OR VIOLATION WOULD INVOKE DISCIPLINARY ACTION OF FINE AND/OR SUSPENSION OR BOTH.






UGENT NOTIFICATION

 URGENT NOTIFICATION 

 “Consumption or retention of alcohol or any prohibitive drugs by any member of the Squad [Players, Manager and Coach(es)] representing West Bengal Badminton Association and/or the State of West Bengal during any tour shall be strictly prohibited. Any member of the Squad found to have consumed alcohol or any prohibitive drug or in possession thereof, the concerned member shall automatically be suspended for a period of 6 (six) months with further disciplinary actions. In case of a Player, the concerned Manager shall forthwith remove the Player from the Team, accommodation site and seize the return ticket issued by the Association. In case of an Official, the other Officials would impose self same similar action against the erring Official.”

All Players including the Ranking Players of the State must participate in a minimum of 50% of the State Ranking  Tournaments (in the event of any uneven numbers of tournaments, the greater value would be considered for calculating the  percentage) and in default the concerned Player shall not be eligible to participate in State Championships.

Entry fee forwarded with wrong age group will stand forfeited and if the concerned Districts intend to change the age group to other  appropriate group, additional Entry Fee has to be paid.  In the event of any withdrawal or non participation by a Player in any  Tournament,  after draw is finalized and notified, the concerned player shall be compulsively required to pay Rs. 500/- to the  Association before participating in the next Tournament

 

 






MAJOR DECISIONS OF COUNCIL ON 21/9/2013

 

Incentives to the Winners & Runners of Singles in State Championships

 

WBBA to give 4 Boxes of Shuttlecocks to all Singles Winners & Runners in State Championships.

  

Incentives to the Organizers of Ranking Tournaments

 

WBBA to give 10 Boxes of Shuttlecocks free of cost to the Districts/Affiliated Club of the Districts for conducting the Ranking Tournaments. Shuttlecocks will be provided to the Affiliated Clubs conducted Ranking Tournament through the concerned Districts.  In case shuttlecocks are not available at the time of the tournament, WBBA will provide the same as soon as the same are made available.

 

Consideration of Points in selection process:

 

(i)                 Present system of counting points for preparing Fixtures be changed.

 

(ii)               For the first Ranking tournament after the State Championships, the points earned in the last State Championships shall be considered and thereafter the points of the last State Championships shall not be considered and points earned through Raking Tournaments shall be added up and taken into consideration till the next State Championship.

 

(iii)       For the purpose of State Teams’ selection, Points earned throughout the year through Ranking Tournaments and the State Championships shall be taken into considerations.

 

(iv)       While participation in the State Championships shall be compulsive for being considered, any player unable to participate in in the State Championships due to any genuine medical ground / injury / Board Examination or demise in the family may be sympathetically considered and accepted by the Committee, subject to production of necessary authentic documentations.

         (v)                Selection in Zonal & Inter State Championships of “Fixed Double’s combinations” in all Categories based on all round performance throughout the year with the same Partner (Fixed Partners), may be considered.

 

f)          Coaches Travel for Camps at Districts:

            For attending Coaching Camps at Districts of the Age Group of 11 years to 17 years, selected Coaches shall be entitled to travel in AC 3 Tire/AC Coaches, and while the Districts will bear the expenses of Boarding & Lodging, WBBA will bear the travel expenses and the remuneration of Rs. 400/- per day per Session and Rs. 300/- Lump sum as Misc. expenses while traveling.

WITH IMMEDIATE EFFECT:

a)      Fees and Conveyances of the Referee, Dy. Referee and Umpires revised as under:

 

 
FOR WBBA TOURNAMENTS
1)      Referee        :        Rs. 350/- per day + Rs. 75/- Conveyance
2)      Dy. Referee :        Rs. 325/- per day + Rs. 75/- Conveyance
3)      Umpire         :        Rs. 300/- per day + Rs. 75/ Conveyance
 
OTHER THAN WBBA TOURNAMENTS
1)      Referee        :        Rs. 350/- per day + Rs. 125/- Conveyance
2)      Dy. Referee :        Rs. 325/- per day + Rs. 125/- Conveyance
3)      Umpire         :        Rs. 300/- per day + Rs. 125/- Conveyance
 
For outstation tournaments where Umpires are not eligible for conveyance, Misc. Expenses be increased to Rs.500/- Lump Sum in addition to existing travelling fares.
 
b)      Outstation Players selected in the Bengal Team who are compelled to stay at Kolkata for attending
          Bengal Camps for East Zone / Nationals will be paid daily allowance of Rs. 500/- for the actual camp days plus sleeper class ‘To & Fro’ train fare from the players’ residences outside Kolkata to the Camp venue.
 
c)       Henceforth for participation in Jr. State Championship, the Players should win at least “One round” in one of the Jr. State Ranking Tournaments in the respective events organized by WBBA prior to the State Championships.
 





MAJOR DECISION OF AGM HELD ON 11.1.2014

 

MAJOR DECISION TAKEN IN ANNUAL GENERAL MEETING ON 11TH January 2014
 
1.       ALL REGISTERED PLAYERS MUST PRODUCE TRUE & AUTHENTIC ATTESTED COPIES OF BIRTH CERTIFICATES TO THE ASSOCIATION. ASSOCIATION WOULD CHECK AUTHENTICITY FROM CONCERNED ISSUING AUTHORITIES.
 
 IF ANY FALSE BIRTH CERTIFICATE IS DETECTED, THE CONCERNED PLAYER SHALL BE BANNED FOR LIFE FROM PARTICIPATING IN ANY EVENT OF WBBA OR TOURNAMENTS ORGANIZED BY IT OR HELD UNDER THE AEGIS OF THE ASSOCIATION & THE SAME SHALL BE INFORMED TO BAI.
 
2.                 REPRESENTATIVES OF OUTSTATION AFFILIATED MEMBERS WHO ARE REQUIRED TO UNDERTAKE OVERNIGHT TRAVELING/NIGHT HALT FOR ATTENDING MEETINGS OF THE ASSOCIATION SHALL BE PAID “TO&FRO” TRAVELING TRAIN FARE (AS PER III TIRE AC SLEEPER CLASS) OR NIGHT JOURNEY BUS FARE AGAINST PRODUCTION OF REQUIRED DOCUMENTS.

CIRCULAR REGARDING FINANCE COMMITTEE DECISIONS

In the Finance Committee in its meeting held on 25th February, 2014 the under mentioned decisions have been adopted for immediate implementations, subject to annual review at the end of Financial Year 2014-15 by the Tournament and Finance Committee based on pragmatic and due evaluation of the availability of funds:-

 
1)       One Time benefit of Rs.3000/- per player as incentive shall be given according to Merit i.e. Winners, Runners and 2 Semi Finalists of all singles events of last State Championships for participation in BAI National Ranking Tournaments for the next calendar year i.e. 2014-15. However, One (1) Player will be eligible for the fixed quantum of Rs.3000/- i.e. irrespective of the number of events qualified, as a “One Time” benefit. The amounts will be paid by “Account Payee” Cheques after actual participation in two (2) National Ranking Tournaments for the year 2014-15.
 
2)       Observer deputed for WBBA approved tournaments, for any selection trials or for rendering any services to the Organizers for conducting the Tournament smoothly be given “To & Fro Railway fare / Bus fare” for outstation tournaments by the Organizers in addition to the remuneration as is eligible to the ‘Referee’.
 
3)       As the Fixtures are centrally prepared from WBBA Office, personnel engaged in preparation of Fixtures be paid Conveyance charges of
Rs. 150/- per day and Fooding Charges of Rs. 50/- per day for the actual days spent for preparation of fixtures. These expenses will be on account of the Organizers.
 
4)       Umpires Registration Fees stand increased to Rs.100/- per year in place of Rs. 50/- per year.
 
5)       For conducting the tournaments smoothly, an Umpires Coordinator for all WBBA approved Ranking Tournaments and State Championships to be deputed. Umpires Coordinator will get the facilities at par with Dy. Referee.
 
6)       In case the Organizers cannot provide Fooding to the Technical Officials during the Tournament due to some exigency, then Rs.250/- per day per head to the Technical Officials would be reimbursed by the Organizers for the actual days of the Tournament.
 
7)       For the Calendar year 2014-15, WBBA will provide 20 Boxes of Shuttlecocks “free of cost” in place of 10 Boxes at present, to the Organizers for conducting the Ranking Tournaments.
 
8)       Umpires Refresher Course will be organized and expenses incurred will be borne by WBBA.
 
9)       All the Umpires will be provided Crest with WBBA Emblem mentioning “West Bengal Badminton Association – Umpire”.
 
 
 
 





77TH W.B. JR. STATE BADMINTON CHAMPIONSHIPS-2014 - CIRCULAR FROM PRESIDENT

FROM THE DESK OF THE PRESIDENT :

It is calrified that the  Council on 29thMay 2012 decided that :  
The Members unanimously felt that it has become a trend on the part of Ranked Players not to participate in State Ranking Tournaments but to directly participate in State Championships and it is necessary to take corrective steps. After deliberations the Members agreed and accepted the proposal of the Tournament Committee that effective from 2013 all players including the Ranking Players of the State must participate in a minimum of 50% of the State Ranking Tournaments (in the event of any uneven numbers of tournaments, the greater value would be considered for calculating the percentage) and in default the concerned Player shall not be eligible to participate in State Championships.
 
Therefore, valid and cogent grounds for ‘inabilities to participate’ in Ranking Tournaments remains open to be judged on case to case basis in consonance with fair play and equity.
 
 





CIRCULAR - DECISION TAKEN FROM TOURNAMENT COMMITTEE MEETING ON 3RD JULY

The Tournament Committee in its meeting dated 3rd July, 2014 has discussed following and taken decisions:

 
1)         For All India Ranking Tournaments it has been seen Players are sending their names for Doubles and Mixed Doubles partnering players from other States. While it is permissible that in All India Ranking Tournament players can participate in Doubles and Mixed Doubles taking partner from other States but the question is that many players are not informing their States concerned. It is happening in some cases in our State also wherein it has been found that Players are forwarding their names for Singles event to us and Doubles or Mixed Doubles event we have found their names from other States in the M&Q list. We are always forwarding names in the Doubles and Mixed Doubles partnering players from other States whenever any player has requested through their District which is as per norms.
 
 
            In view of the above, it has been decided that Players want to participate partnering other players in Doubles and Mixed Doubles from other States in National Rankings should forward their names to WBBA through their Districts as per norms. If WBBA is not intimated about participation in Doubles & Mixed Doubles with partner from other States, WBBA will not take any responsibility in that regard, if BAI cancels that entry.
         
2)         It has been noticed that after we forward the entries for All India Ranking Tournaments, many players are not participating without giving any intimation. This is not the correct procedure as BAI always fixes a date for withdrawal and if any player does not participate without withdrawing with proper reason in due time, a fine is being imposed by BAI. The relevant clause is as under:
 
            “Any player failing to participate in any BAI approved tournaments after draw is made, he/she is liable to pay Rs. 1000/- (Rupees One thousand) fine to BAI before participating in next tournament. No exemption under any grounds (including medical) will be allowed in payment of fine. No player is permitted to participate in the next tournament without paying fine. Referee shall submit the withdrawal list to BAI within 24 hours after completion of the tournament with a copy to the Secretary (E) and the Organizers of next tournament”.
           
You may please advise the Players of your District accordingly.
 
3)         It has been noticed that many registered players are participating in some tournaments which are not approved by WBBA. You may please advise to all Registered Players of WBBA under your District not to participate in any unauthorized / unapproved tournaments, as per norms.

IMPORTANT DECISIONS TAKEN BY COUNCIL ON 27/12/14

 1.         Effective from 1st January 2015, the Selectors attending Junior & Senior State Championships conducted outside the city of Kolkata and beyond local transportable limits shall also be entitled to “AC 3 Tier Train/AC Bus” to & fro Fare plus lump sum amount of Rs.500/-  as incidental expenses. Payments shall be made by WBBA only against production of Tickets of Train/Bus;

 

2.         Effective from 1st January 2015 and until otherwise reviewed/determined by the Finance Committee at the end of every Year, for achieving acclamations in Singles National Events, the State Players shall be provided with following incentives :

 

(i)   Winner in National Championship                                  Rs.12,000/=

(ii)  Runner up in National Championship                            Rs.6,000/=

(iii)  Winner in All India Ranking Tournament                    Rs.10,000/=

(iv)  Runner up in All India Ranking Tournament               Rs.5,000/=

 

3.            Effective from 1st January 2015, the appointed Referee(s), Dy. Referee(s), Umpires, Coordinator(s) and Observer(s) of every Tournaments of WBBA shall be entitled to “AC 3 Tier Train/AC Bus” to & fro Fare for Tournaments outside their local limits. Payments shall be made by the Organizers only against production of Tickets and not otherwise;

 

4.            Effective from 1st January 2015 Umpires shall be entitled to conveyance expenses of Rs.125, irrespective of the Event be of WBBA or other Sectors, i.e., Selection Trials/Corporate Sector/University/School or otherwise conducted by WBBA;

 

 

5.            Effective from 2015, Umpire’s Registration Fee stands revised to Rs.200/= per Year to be paid on or before 31st March every English Calendar Year. In default, payment on or before 30th April shall be accepted with fine of Rs.50/=, whereas, if payment not made with fine within April, the registration could only be made against payment of additional sum of Rs.1,000/=;

 

6.            Effective from 1st January 2015 and until otherwise reviewed/determined by the Finance Committee at the end of every Year, Organizers of Ranking Tournaments shall be provided with 25 Boxes of Free Shuttlecocks in place of prevailing 20 Boxes;

 

7.            Effective from 1st January 2015 and until otherwise reviewed/determined by the Finance Committee at the end of every Year, considering numbers of Events in Junior Ranking Tournaments, the minimum Prize Money stands revised to Rs.60,000/= in place of existing Rs.50,000/=;

 

8.            Irrespective of selection in Bengal Team and/or production of Medical Fitness Certificate, any Player may be eliminated from the Bengal Team if the majority of the Selectors present in the Bengal Camp are of opinion that the Player is unfit or not properly fit or capable to play competitive Events representing State Team.

 

9.            Henceforth, fixtures for State Rankings / State Championships will be made through Tournament Software.

 

10.       All India Senior Men’s Invitation Doubles Tournament will be held at Jalpaiguri on 13th & 14th March, 2015 to be organized by Jalpaiguri Town Club under Jalpaiguri District Badminton Association in association with West Bengal Badminton Association.






CIRCULAR ON AGE MATTER DECIDED IN COUNCIL ON 27/12/14

 It is on record that following series of “Age Fraud” instances and complaints in Sports, WBBA since 2010 is in process of re-verifications of all produced Birth Certificates of the Players registered with the Association by seeking confirmations from the concerned issuing Authorities.  So far the confirmations received revealed no fudging of Age by any Player. But in recent past based on series of murmurs around following BAI introduced TW3 Medical Tests, the Association undertook TW3 Medical Tests of all Semi-Finalists of the last Junior Age Group State Championships. 

 

However, the Judicial pronouncements having been categorical that “Age” as per the Birth Certificate shall prevail over any other methodology and only in case of non availability or production of fudged Birth Certificate, medical tests could be undertaken, BAI had to permit the Players (who were earlier debarred to play in particular Age Group Events) to participate in all Tournaments. Accordingly, on 11th December 2014, Dr. Akhilesh Das Gupta, the Hon’ble President of BAI has expressly informed all affiliated Units, amongst others, that:  

 

            The players seeking ID have to apply through State Association/affiliated sports bodies, their particulars including “Date of Birth” (DOB) being verified by the Hony. Secretaries of concerned Associations. DOB Certificates be dated of the same year as year of birth and thoroughly checked and verified from the concerned registration of birth Authorities and it is suggested that undertaking from parents be taken on stamp paper verifying date of birth to be correct.  Medical examinations, if required, be conducted as per National Code “Age Fraud in Sports.

 

All Affiliated Units of WBBA are thus hereby apprised of the above and are requested to certify that the DOB Certificates of all their respective registered Players are genuine and to ensure that all Parents of Age Group Event Players do compulsively and forthwith submit independent “Undertakings” (as per attached format for Under-13/15/17/19 events players) on Stamp Papers to the Association without least delay, to avoid unnecessary harassments. The earlier decisions of the Council relating to TW3 Medical Tests stand withdrawn, as per Council Decision taken on Saturday the 27th December, 2014.

CIRCULAR - FINANCE COMMITTEE DECISIONS TAKEN ON 4TH MAY

  

C I R C U L A R

Finance Committee in its meeting held on 4th May, 2015 have taken the under mentioned decisions for immediate implementations, subject to the annual review at the end of Financial year 2015-16 by the Tournament and Finance Committee based on pragmatic and due evaluation of the funds availability:

 

1)        Transfer Fee of Player from One District to another District

            to be paid to WBBA                                                                                      -           Rs. 500/-

2)        Transfer Fee of Player to other State to be paid to WBBA                      -           Rs. 1000/-

3)        Administrative Charges for withdrawals of entry of Player from

            All India level Tournaments            to be paid to WBBA                          -           Rs. 500/-

4)        Entry Fees for Inter District Badminton Championships                         -           Rs. 1000/-

            to be paid to WBBA

5)        Revised Entry Fees will be as under:

a)         All Junior Events (Under-13, 15, 17 & 19):

            Singles                       =          Rs. 250/-

            Doubles                     =          Rs. 400/-

 

b)        Senior Events

            Singles                       =          Rs. 300/-

            Doubles                     =          Rs. 500/-

 

6)        One time benefit of Rs. 5000/- per player as incentive will be given according to merit i.e. Winners, Runners and 2 Semi Finalists of all Singles Events of last State Championships for participation in BAI National Ranking Tournaments in the calendar year 2015-16.  However, One (1) Player will be eligible for the fixed quantum of Rs. 5000/- which means irrespective of the number of events qualified,  as a “ One Time” benefit.  The amount will be paid after actual participation in two (2) National Ranking Tournaments for the year 2015-16.

 

7)        Four (4) Boxes of shuttlecocks will be given to the Winners & Runners of all the events of the State Championships of the current year.

8)        Ranking Tournaments of U-13/15 or U-17/19 may be allotted on case to case basis but in that case minimum Prize Money will be Rs. 50000/- and the free shuttlecocks to be given by WBBA will be 15 Boxes.

            Jr. State Championship will be held with all the events together i.e. U-13, 15, 17 & 19 as presently done.

9)        Talent hunt Coaching of 9/11 age group Boys & Girls may be conducted in a composite manner with players from various Districts for 7/10 days.  The host District will provide the Indoor Hall with minimum two (2) Courts and will bear the Boarding & Lodging expenses for all the participants including the Coaches.  WBBA will bear travelling expenses of the coaches and the remuneration as per the present norms.  Summer / Winter Coaching Camps may also be held for 7/10 days and the procedure will be as above.  Coaching Sub – Committee will decide on this issue further.

 

10)      For Inter District Championship Rs. 6000/- (Rupees Six thousand) lump sum will be given to the participating Districts towards fooding expenses including the organizers for this year.

 

 

11)      Fixture preparation charges is fixed as Rs. 2000/- (Rupees Two thousand only) for the persons engaged in preparation of the fixture to be borne by the Organisers.  This amount will taken care of the conveyance and fooding charges of the persons concerned (at present Rs. 150/- towards conveyance and Rs. 50/- towards fooding charges are given as per last year’s finance committee’s decision).

 

 

12)      WBBA may depute representative/s for smooth functioning of the tournaments held outside Kolkata and in such cases travelling expenses will be borne by WBBA (AC 3 tier)/ AC Bus Fare) and Fooding & Lodging expenses will be borne by the Organizers.

      SEEDING SYSTEM IN THE FIRST RANKING TOURNAMENT OF THE YEAR

EXISTING SYSTEM AS PER COUNCIL DECISION OF 21ST SEPTEMBER, 2013 ON THE RECOMMENDATION OF SELECTION COMMITTEE:

“For the first Ranking tournament after the State Championships, the points earned in the last State Championships shall be considered and thereafter the points of the last State Championships shall not be considered and points earned through Ranking Tournaments shall be added up and taken into consideration till the next State Championships”.

 SELECTION COMMITTEE REVIEWED THE ABOVE AND TOOK DECISION AS UNDER WITH IMMEDIATE EFFECT:

“that a Player if for some unforeseen reason, cannot participate in the State Championships, he/she is not getting proper seeding in the first Ranking Tournament of the following year as per the points earned in other Ranking Tournaments played by his/her throughout the year.  Members discussed the matter in detail and it was unanimously decided that with immediate effect this system be changed and a Player will get seeding in the first tournament of the year considering points earned by him/her throughout the previous year in Ranking Tournaments and State Championships”.






IMPORTANT REGARDING AGE CERTIFICATE

Please note that in the Tournament Committee Meeting held on 22nd April, 2016 it has been unanimously decided that players of Age Groups U-9/11/13/15/17/19 who have not yet submitted the new forms (available in BAI/WBBA website) along with Undertaking in Rs. 50/- Stamp Paper duly notarized, including the Birth Certificate, will not be able to participate in the next Jr. State Championship.  It has also been decided that players whose age Certificates are incomplete in Senior Age Group also as per the latest format issued by BAI should also submit the same.  We have informed this many a times vide our various circulars.  It may also be noted that for getting BAI ID also the new form and the Undertaking is a must.  Considering the serious importance of the matter, it has been decided that you may please check your records and submit the documents of the players latest by Tuesday the 7th June, 2016

CODE OF ETHICS 2016

      AS PER APPENDIX TO THE RULES

 

CODE OF ETHICS

 All Office Bearers, Authorised representatives of the Council Members, Affiliated Members, their Officials and affiliated Clubs, Players, Umpires, Coaches, Match Officials, Managers and/or other Officials either registered with and/or appointed by the Association, shall be bounded by the Code of Ethics of the Association.

 1.   Shall at all point of time maintain utmost disciplinary and exemplary sporting conduct either in any playing arena, Court or outside.

 2.    Show utmost respect to everyone, including and not merely limited to the official of the Association, match officials, opponent team, players, coaches, spectators or other persons.

 3.  Shall comply with, follow, observe and honour all decision making processes in any playing arena, Court or outside.

 4.    Shall not act in any misconduct or indisciplinary or derogatory act/conduct as provided in Rules 11 & 12 of the Association.

 5.   Shall not conduct or organize any unauthorized Tournament without prior permission of WBBA in writing, which may at the discretion be granted subject to such terms and conditions.

 6. Shall not, participate or extend any assistance of any kind to an unapproved Tournament without prior permission of WBBA in writing, which may at the discretion be granted subject to such terms and conditions.

 7.   Save as provided herein below, neither the Player nor Umpire or Coach shall use either in the Court or in the Arena of any Tournament any Dress with logo or emblem or name of any unauthorized or unrecognized body of the Association, Coaching Camp, Club, Academy, Association or Institution or which directly or indirectly is competing of any Sponsor, for participation in any Event including tournament, match or Championship authorized by or held or organized or under the aegis of West Bengal Badminton Association or while representing it at any level and no one shall be permitted to enter the Arena with any of such Kits or Dress with logo or emblem  or name:

 Player’s Name, Respective District Associations; Bengal; India; Yonex; Sports’ Clothing Licensed Manufacturers, Universities & its Affiliates, Sports Council; Bengal Olympic, and BAI approved Logos/Emblems.

8.       To ensure strict compliance with the laws of the game & code of conduct of BWF read with BAI and WBBA.

9.       To ensure strict compliance with all rules, regulations and directives of WBBA and BAI.

10.  No Player shall cause any withdrawal from either the qualifying or main draw after publication of the draw without cogent acceptable evidence or proof of “bona fide” injury, illness, bereavement, any Board Examination or other emergent situation.

11.    Refrain from using any word commonly known and understood in any language to be profane or indecent and uttered clearly and loudly enough to be heard by the Umpire or spectators or making of gestures or signs with the hands and/or racket or shuttle that commonly have an obscene or offensive meaning or from making a statement within the arena of the tournament, directed at any official, opponent, player, spectator or other person that implies dishonesty or is derogatory, insulting or otherwise abusive.

12.    Not to attempt to influence the decision of Line Judges by arm, hand, racket, any form of disgruntled gestures, or orally or using any abusing or threatening language or show of rebel/dissent.

13.   Not to make any statement to anyone related to any Tournament either at any Venue or otherwise, directed at any official of the Association, match officials, opponent team or player, spectator or other person which implies derogatory, insulting or defamatory directly or by innuendo or otherwise.

14.   Not to consume or possess any alcoholic Drinks or any prohibitive/banned drugs/stimulative substance either during the course of any Tournament/Matches or prior thereto and while on Tour representing the State or otherwise. Any Breach shall automatically cause suspension for not less than 6 (six) months with further disciplinary actions.

15.    Not to indulge in any Age Fraud, fudging or falsification of any document, inclusive of, but not merely limited to ‘Birth Certificate’, ‘Registration Card’, or otherwise. Any Breach shall automatically cause suspension for not less than 6 (six) months with further disciplinary actions including life ban.

16.    Not to contrive any Match or attempt to do so in any manner whatsoever, nor to fix any match or any Game by intentionally conceding or throwing any Game or giving intentional walk over. Any Breach shall automatically cause suspension for not less than 6 (six) months with further disciplinary actions.

 

 Any breach would invite disciplinary action as per the Rules of the Association

SUSPENSION OF SRI SURAJ CHAKRABORTY

 

For contriving the Final Match of the Under 17 Junior Singles State Championship on 16th July 2016 by intentionally conceding and throwing the Third Final Game when leading with Match Point (20) against Sri Sourya Dasgupta with only 9 Points, SRI SURAJ CHAKRABORTY of Uttar Dinajpur DBA has been automatically put under suspension for 6 months from 16th July, 2016 in terms of  Clause 16 of the ‘Code of Ethics’ appended as Appendix “A” to the Rules read with Rule 25.

The above is subjective of further due consideration by the Council relating to any further or other Disciplinary action in terms of Rule 12 of the Association read with Rule 25 (h) and Clause 16 of the Code of Ethics.

In the Council Meting held on 27th September, 2016 it has been unanimously decided that :

Effective from 1st October 2016 Player’s Annual Registration Fee shall be Rs.200/= (Rupees Two Hundred) only for each Player. While Every Player shall be compulsively required to register/renew registration with the Association between 1st October and the working hours of 30th November every year, registration may be permitted till 31st December of the same year against payment of “Late Fee” of Rs.200/= (Rupees Two Hundred) in addition to the Registration Fee, as above.

 

While WBBA would continue to provide “Tickets” for the “Bengal Team” for participations in Team Championships, but for participations in “Individual National Championships”, like Sub-Junior, Junior and Senior, WBBA with immediate effect shall pay actual amount of both ways AC III Tier Train Fare to the Team Members (so as to purchase necessary Train Tickets on their own) in addition to Rs.300/= L/S for shorter distance travel and/or Rs.500/= L/S for longer distance travel towards fooding expenses. The Players shall, however be responsible to report to the Manager at the Venue One day” before the commencement of the Tournaments and collect the necessary ‘fare values’, as above from the Manager.

 

Prize Money for Under 9 and Under 11 Tournaments and Championships shall be Rs.35,000/- instead of existing Rs.20,000/= and Prize Money shall be provided from Semi-Final Stages.

 

Prize Money for Inter-District Championships shall stand increased to Rs.35,000/= from existing Rs.25,000/=. The Winner to receive Rs.20,000/= and the Runner Up Rs.15,000/=.

 With immediate effect, for all the events i.e. Singles, Doubles and Mixed Doubles, all Players of the State must participate in a minimum of 50% of the State Ranking Tournaments (in the event of any uneven numbers of tournaments, the greater value would be considered for calculating the percentage) and in default the concerned player shall not be eligible to participate in State Championships.  However, for participation in Sub – Jr. & Jr. State Championships, the players should win at least “One round” in one of the  Sub – Jr. & Jr. State Ranking Tournaments in the respective events organised by WBBA prior to the State Championships, as per existing norms.

1.    Purulia District Badminton Association to be given Affiliation as Member

2.    To give Two (2) sets of T-Shirts and One (1) Track Suit to all the active Umpires and Referees.  Sri Puspendu Dutta, Jt. Secretary, Sri T. K. Mitra, Chairman – Umpires’ Committee and Sri Dipak Nandi, Convenor, Umpires Committee will have to submit the list of the Technical Officials who are fully active for last 2 years.

3.     35 Boxes of Shuttlecocks free to the Affiliated Districts / Clubs for conducting W.B. Sub-Jr. & Jr. State Ranking Badminton Tournament when done combind due to large entries being received now.  Free Shutllecocks for organising other tournaments shall remain as it is.

 

 4.   If Two (2) Venues are used by the Organisers then Five (5) Banners will be given free by WBBA instead of Three (3) Banners.

 

 5. Rs. 10,000/- L/S to be given as financial assistance to all the Districts for participation in Inter District Badminton Championship including the Organising District instead of Rs. 8000/- as at present.

 

 6.  Rs. 1000/- Lump Sum towards TA/DA will be given to the Council representatives for attending Council Meetings subject to their residence is beyond 150 Km. away from the venue of the Council Meetings.

 The Disciplinary Committee of the Association after detailed deliberations, by reasoned decisions dated 03/07/2017 held both Sri Rajdeep Mitra & Sri Koushik Pal guilty of committing serious indiscipline  and gross misconduct and imposed “suspension” of One Tournament or Championship, whichever is earlier from the date of interim sanction and “Fine” of Rs.10,000/= and Rs.5,000/= respectively to be paid within a period of not exceeding 7 (Seven) days from the date of communication of the decisions and in default suspension to continue till such payment, from taking part or be present in the Arena of any Tournament, Championship or Event of the West Bengal Badminton Association or held under its aegis.

1)   As per the latest government norms, Age Group Players registration with Panchayat / Municipality/Corporation etc. should be within One (1) year of date of birth for allotting BAI ID.  Age Group Players who are not having registration within One (1) year of date of birth will have to undergo medical tests in the Government Hospitals as per the format (enclosed).  BAI will not issue BAI IDs who are not conforming to these norms.

            In this connection, letter dated 7th June, 2017 from Hony. General Secretary, BAI may please be referred to which has already been circulated and put in our website.

            Please advise the above guidelines to the players to act accordingly.

2)        Players having BAI Rank within 15 in any age group in singles event will not be required to pay any entry fees in singles event of same age group in the State Rankings and State Championships for 1 year from the date the player is within the rank of 1 to 15 in BAI Rank List.  It is clarified that if a player is in the rank of 1 to 15 in December in U-17 event and he/she reaches upper age group in January then he/she will be eligible for this benefit in the upper age group also (total period one year).

3)       Players who will become the State Champions in singles in the events of U-9/11, U-13/15, U-17/19 and Men & Women will not be required to pay entry fees for the said event (Singles only) for One (1) year till next State Championship.  It is also clarified that if a player becomes champion in one (1) event and reaches the upper age group on 1st January in next year after the State Championship is held then the player will get the benefit for not paying the entry fees for the next age group in Singles event till the next State Championship, even if he/she is not in the same age group where he/she has become State Champion.

SUB :   IMPORTANT DECISIONS ADOPTED IN THE COUNCIL MEETING HELD ON 28th MAY 2016

 

Please be informed that in the Meeting of the Council held this day, the following Major Decisions have been adopted, which you are required to be apprised, for necessary observance, follow up and for ensuring due compliances. 

 EFFECT & APPLICABILITY OF THE  AMENDED CONSTITUTION

1.    Save and except as mentioned below, the amended Rules shall come into operation with immediate effect

 

a)      Rules relating to "Annual affiliation fee of Rs.1000/-" as per Rule 8(b) shall be applicable from the fiscal year 2017-2018.

 

b)  Rule relating to "qualifications", "eligibility" and "process of elections" of the ‘Office Bearers’ and ‘Council Members’ in terms of Rules 14(i)(a), Rules 14(iii) & 14(iv) and Rule 24(iv)(a) &(b) and formations of the “Committees” as per Rule 15A(vi) read with Rule 15H (save and except Disciplinary Committee), shall be effective and applicable for the next due elections of the Council, consisting of the ‘Office Bearers’ and the ‘Council Members’ in 2019, onwards. Existing “Committees” to continue until the selected Committees in first meeting of the elected Council in 2019, assume charge.Selection of the “Disciplinary Committee” in terms of Rule 15H(8) shall be undertaken in the next Council Meeting.

 

 

2.   All Affiliated Members are required to apprise themselves of the Rules and inform the same to all their respective Officials, Members, Players, Coaches and others for due and faithful observances and compliances. They may also familiarise, through Website.

 Printed comprehensive “Constitution” of the WBBA as amended in the Special General Meeting held on 26/3/2016 is being forwarded to all Members.

 Any Player selected in Bengal Team for participation in Sub–Junior, Junior, Senior Nationals and East Zone Inter State Championship decides to leave/depart the Tournament Venue, on his/her own, prior to the scheduled date of departure as per “Reserved Booking” by the WBBA, shall be compulsively required to ‘reimburse’ to the Association entire costs of the Return Ticket purchased by the Association forthwith on demand. Any defaulting Player shall not be entitled to participate in any subsequent Tournament and names of such defaulter(s) shall be put up in the Website.

 

5.      PAYMENT TO THE CURRENT BENGAL PLAYERS TOWARDS FOODING & LODGING CHARGES

In addition to present Rs. 500/- per day paid to the Current Bengal Players for the ‘numbers of days of participation’ in outstation Tournaments where the Organisers are not providing free Boarding & Lodging, henceforth, Rs.500/- for “One additional Day’ to be paid to the current Bengal Players.

However, as decided and notified earlier in case of current players playing Ranking Tournaments / State Championships at their residential places where accommodation is not required, the fooding expenses @ Rs. 200/- per day per player may be given, alternatively the players will have to be provided fooding for the number of days of participation.

  

6. LUMP SUM AMOUNT TO BE GIVEN TO PARTICIPATING DISTRICTS IN INTER DISTRICT CHAMPIONSHIP

 Rs.8000/= to each participating Districts including organising District towards fooding allowances be given for the current year.

 

7.      MISC.

REMUNERATION PAID TO TECHNICAL OFFICIALS

At present Technical Officials when posted outside their residence were being paid remuneration for the number of days of the tournament + 2 days extra. Henceforth only “One additional Day’ to be paid similar to Current Bengal Players as per present BAI norms.

 

Umpires’ remuneration increased to Rs. 500/- (inclusive of Rs.125/- as conveyance expenses). However, Umpires required travelling outside will get Rs.375/- + allowances, such as AC 3 Tier fare + incidental expenses as per existing norms. 

 

Referee’s remuneration increased to Rs. 550/- (inclusive of conveyance charges of Rs.125/-) and remunerations of the Dy. Referee will be Rs.525/- (inclusive of conveyance charges of Rs.125/-). 

 While Observer will get at par with Referee, Umpires’ Coordinator will get at par with Dy. Referee.

 

Considering voluminous increase of daily workload of the Association, a person having knowledge and experience in operating ‘Computer’ be appointed on contractual basis and the terms of such appointment be finalised by the Hony. General Secretary and report to the Council in the nest Meeting.

Out of the existing available amount lying in the SB A/c, Fixed Deposit of Rs.2,50,000/= be made in SBI, New Garia Branch.

 

 CONTROL OF FINANCE

 

Henceforth, Finance Committee shall take all decisions relating to administration, supervision, maintenance and implementations of all Financial Issues, including including creation of Fixed Deposits, pre-mature withdrawals, etc, and shall keep the Council duly apprised.

 

FRAMING OF TOURNAMENT REGULATIONS

Tournament Committee has been requested to prepare the comprehensive “Tournament Regulations” and implement the same through Circulars to the Members and by placing in the Website.

 

 UMPIRES’ & COACHING COMMITTEES

The Committees shall hold immediate Meetings and Seminars to apprise all Umpires and Coaches about the Rules of the Association as well as the Guidelines of the BAI.
