Sub:   2nd West Bengal U-9/11 Years Age Group (Boys & Girls) State Badminton Championship to be held at Chatterjeehat Yuba Sangathani, Howrah from 12th to 14th October, 2017

Dear Sir,
 

We are pleased to inform you that 2ndt West Bengal U-9/11 Years Age Group (Boys & Girls) State Badminton Championship will be held at Chatterjeehat Yuba Sangathani, Howrah from 12th to 14th October, 2017 Organised by Chatterjeehat Yuba Sangathani under Howrah District Sports Association in association with West Bengal Badminton Association.

 

You are requested to send the entries alongwith entry fees of the Registered Players of your District with ID No. and Date of Birth (as per format given earlier) on or before Wednesday the 4th October, 2017 (before 5 P.M.) and the last date of withdrawal is Friday the 6th October, 2017.  Cheque / DD will be in the name of “WEST BENGAL BADMINTON ASSOCIATION”.

2)      An event with less than Six (6) entries will be cancelled.

3)      The Tournament will be conducted as per BAI/WBBA rules.

Dear Sirs,

Please note that the following important decisions have been taken in the Council Meeting held on 11th August, 2017:

 

1)   As per the latest government norms, Age Group Players registration with Panchayat / Municipality/Corporation etc. should be within One (1) year of date of birth for allotting BAI ID.  Age Group Players who are not having registration within One (1) year of date of birth will have to undergo medical tests in the Government Hospitals as per the format (enclosed).  BAI will not issue BAI IDs who are not conforming to these norms.

            In this connection, letter dated 7th June, 2017 from Hony. General Secretary, BAI may please be referred to which has already been circulated and put in our website.

            Please advise the above guidelines to the players to act accordingly.

2)        Players having BAI Rank within 15 in any age group in singles event will not be required to pay any entry fees in singles event of same age group in the State Rankings and State Championships for 1 year from the date the player is within the rank of 1 to 15 in BAI Rank List.  It is clarified that if a player is in the rank of 1 to 15 in December in U-17 event and he/she reaches upper age group in January then he/she will be eligible for this benefit in the upper age group also (total period one year).

3)        Players who will become the State Champions in singles in the events of U-9/11, U-13/15, U-17/19 and Men & Women will not be required to pay entry fees for the said event (Singles only) for One (1) year till next State Championship.  It is also clarified that if a player becomes champion in one (1) event and reaches the upper age group on 1st January in next year after the State Championship is held then the player will get the benefit for not paying the entry fees for the next age group in Singles event till the next State Championship, even if he/she is not in the same age group where he/she has become State Champion.

Please note that following important decisions have been taken in the Council Meeting held on 9th June, 2017:

1.      Purulia District Badminton Association to be given Affiliation as Member

2.      To give Two (2) sets of T-Shirts and One (1) Track Suit to all the active Umpires and Referees.  Sri Puspendu Dutta, Jt. Secretary, Sri T. K. Mitra, Chairman – Umpires’ Committee and Sri Dipak Nandi, Convenor, Umpires Committee will have to submit the list of the Technical Officials who are fully active for last 2 years.

3.    35 Boxes of Shuttlecocks free to the Affiliated Districts / Clubs for conducting W.B. Sub-Jr. & Jr. State Ranking Badminton Tournament when done combind due to large entries being received now.  Free Shutllecocks for organising other tournaments shall remain as it is.

 

4.      If Two (2) Venues are used by the Organisers then Five (5) Banners will be given free by WBBA instead of Three (3) Banners.

 

 5.   Rs. 10,000/- L/S to be given as financial assistance to all the Districts for participation in Inter District Badminton Championship including the Organising District instead of Rs. 8000/- as at present.

 

 6.   Rs. 1000/- Lump Sum towards TA/DA will be given to the Council representatives for attending Council Meetings subject to their residence is beyond 150 Km. away from the venue of the Council Meetings.

We are pleased to inform you that 80th West Bengal Sub – Jr. & Junior State Badminton Championship will be held from 24th July to 28th July, 2017 in the Indoor Hall of Uttar Dinajpur Badminton Association, Raiganj to be organized by Uttar Dinajpur Badminton Association in association with West Bengal Badminton Association.

Please take care while sending the entries considering the following decisions:

 

1)        For all the events i.e. Singles & Doubles all players of the State must participate in a minimum of 50% State Ranking Tournaments (in the event of any uneven numbers of Tournaments, the greater value would be considered for calculating the percentage) and in default the concerned player shall not be eligible to participate in State Championship.

 

2)        For participation in Sub – Jr. & Jr. State Championships, the Players should win at least “One round” in one of the Sub – Jr. & Jr. State Ranking Tournaments in the respective events organized by WBBA prior to the State Championships.

                                          

3)      Districts forwarding names for Doubles partnering players from other Districts   should have NOC or otherwise names of same pair should come from both the Districts, failing which the entry will not be considered and the entry fee will be forfeited.

4)        Entry fee forwarded with wrong age group will stand forfeited and if the concerned Districts intend to change the age group to other appropriate group, additional Entry Fee has to be paid.  In the event of any withdrawal or non participation by a Player in any  Tournament,  after draw is finalized and notified, the concerned player shall be compulsively required to pay Rs. 500/- to the  Association before participating in the next Tournament.

 

5)        Non – Participation fees of the earlier tournaments as notified in the website should be sent along with the entry fees, which is a must.

6)        A Player cannot participate in more than three (3) events.

The Organiser will pay Rs. 500/- per Player per day to the Current Bengal Players (Outstation) for the Number of days of participation plus One day extra.  In case of Current Bengal Players (Local), Fooding expenses @ Rs. 200/- per day per head for the Number of days of Participation will be given or otherwise Fooding for the Number of days of participation will have to be provided.

We are pleased to inform you that we are organising West Bengal Senior State Ranking Badminton Tournament to be held at P. L. Roy Indoor Stadium, Sealdah from 19th to 22nd April, 2017.

You are requested to send the entries alongwith entry fees of the Registered Players of your District with ID Number on or before Saturday the 8th April, 2017 (before 5 P.M.).  Cheque / DD will be drawn in favour of “WEST BENGAL BADMINTON ASSOCIATION”.

 Following Events will be organised:

We are pleased to inform you that we are organising a U-9/11 Years Age Group (Boys & Girls) Badminton Tournament at the indoor hall of Milan Sangha from 23rd to 25th February, 2017 supported by Milan Sangha, Lake Gardens under West Calcutta Badminton Association.

IMPORTANT

With immediate effect, for all the events i.e. Singles, Doubles and Mixed Doubles, all Players of the State must participate in a minimum of 50% of the State Ranking Tournaments (in the event of any uneven numbers of tournaments, the greater value would be considered for calculating the percentage) and in default the concerned player shall not be eligible to participate in State Championships.  However, for participation in Sub – Jr. & Jr. State Championships, the players should win at least “One round” in one of the  Sub – Jr. & Jr. State Ranking Tournaments in the respective events organised by WBBA prior to the State Championships, as per existing norms.

Please note that as per the BAI Circular dated 17th January, the 41st Masters (Veteran) National Badminton Championships – 2016-17 will be held from 1st March to 7th March, 2017 at Rajiv Gandhi Indoor Stadium, Regional Sports Centre, Cochin.  We shall be holding a Selection Trial on Friday the 10th February, 2017 at Raipur Club, Ramgarh, Garia from 10 A.M.  Please arrange to send the entries of your Registered Players on or before Thursday 2nd February, 2017 (before 5 P.M.).  The eligibility criteria of various age groups as laid down in BAI Circular dated 17th January, 2017 is as under:

          Non – Participation fees of the earlier Tournaments as notified in the website should be sent along with entry fees, which is a must.

3)           A Player cannot participate in more than three (3) events.

The Organiser will pay Rs. 500/- per Player per day to the Current Bengal Players (Outstation) for the Number of days of participation plus One day extra.

Dear Sirs,

Please note that following unanimous decisions have been taken in the Council Meeting held on 27th September, 2016:

1)    Effective from 1st October 2016 Player’s Annual Registration Fee shall be Rs.200/= (Rupees Two Hundred) only for each Player. While Every Player shall be compulsively required to register/renew registration with the Association between 1st October and the working hours of 30th November every year, registration may be permitted till 31st December of the same year against payment of “Late Fee” of Rs.200/= (Rupees Two Hundred) in addition to the Registration Fee, as above.

2)     While WBBA would continue to provide “Tickets” for the “Bengal Team” for participations in "Team Championships", but for participations in “Individual National Championships”, like Sub-Junior, Junior and Senior, WBBA with immediate effect shall pay actual amount of both ways AC III Tier Train Fare to the Team Members (so as to purchase necessary Train Tickets on their own) in addition to Rs.300/= L/S for shorter distance travel and/or Rs.500/= L/S for longer distance travel towards fooding expenses. The Players shall, however be responsible to report to the Manager at the Venue "One day” before the commencement of the Tournaments and collect the necessary ‘fare values’, as above, from the Manager.

3)        Prize Money for "Under 9" and "Under 11" Tournaments and Championships shall be Rs.35,000/- instead of existing Rs.20,000/= and Prize Money shall be provided from Semi-Final Stages.

4)        Prize Money for Inter-District Championships shall stand increased to Rs.35,000/= from existing Rs.25,000/=. The Winner to receive Rs.20,000/= and the Runner Up Rs.15,000/=.  

 Please also note that Tournament Committee in its meeting on 19th September has taken following decisions:

1)      As per Council decision taken on 27th August, 2016 corrected forms of players which have not been received within 15th September, 2016 will have to submit fresh forms along with new Registration Fees when the Registration starts this year i.e. from 1st October, 2016 to be eligible for participation in the forthcoming tournaments.

2)        Players and the Districts concerned will be fully liable to submit the Registration Forms completed in all respect.

3)        Organisers of all the Tournaments shall be under compliance to provide adequate number of line judges during the Tournament.

4)        Organisers of various tournaments desire that the Office Bearers be present during the inauguration or during the finals.  In such cases AC 3 tier Train/Bus fare and Fooding & Lodging to be provided by the Organisers.

Dear Sir,

 

Please note that the Council in its decision on 27th August 2016 placed on record that numbers of Players’ registrations could not be completed due to defects and/or deficiencies in the furnished documentations including required Undertakings, as have been expressly informed by the Association to the concerned affiliated Units, who have not yet removed the mentioned the defects and/or caused rectifications and/or did not comply with the requisites. Accordingly the Council unanimously resolved that all concerned Members who have not yet complied with the above must compulsively complete the requirements on or before 15th September 2016 and while no additional or further time would be provided and in case of non compliance, all submitted papers/documents of the concerned Players shall stand rejected and the defaulting Players shall be under compulsion to seek "Fresh new registrations" through the affiliated Units along with fresh set of all documentations strictly in conformity with the requirements within the time frame as per the Rule 25 of the Association.

Please note that Deferred West Bengal Inter District Badminton Championships – 2016 will now be held at Sidhu Kanu Indoor Stadium, Durgapur to be organised by Burdwan District Badminton Association in association with West Bengal Badminton Association on 9th & 10th September, 2016.

 

Teams should reach Durgapur on 9th September morning and the matches will start around 2 P.M. after lunch.  Teams can leave Durgapur on 10th September evening after the finals.

 

Burdwan District Badminton Association will arrange Fooding & Lodging for the teams for 9th & 10th September, 2016.  Rs. 400/- per day per player is to be paid to BDBA, which means Rs. 800/- per team member is to be paid.

 

The Championship will be held amongst the Districts who had given the Entries earlier and the matches will be played as per the earlier fixture.  However, Districts who have given the entries may change the names of their players in case they desire.  However, Revised Players List alongwith availing fooding & lodging request should reach us on or before Thursday the 1st September, 2016.  The contact persons on behalf of the Organiser are Sri Chandan Banerjee (9233179455) and Sri Tushar Kanti Mitra (9933475199).

2)      Districts forwarding names for Doubles partnering players from other Districts   should have NOC or otherwise names of same pair should come from both the Districts, failing which the entry will not be considered and the entry fee will not be refunded.

3)        Non – Participation fees of the earlier tournaments (Jr. & Sr.) as notified in the website should be sent along with the entry fees, which is a must.

 

We shall pay Rs. 500/- per day per player to the Current Bengal Players (Outstation) for the Number of days of participation plus one day extra for fooding & lodging expenses.  In case of Current Bengal players (Local), Fooding expenses @ Rs. 200/- per day per player for the Number of days of participation will be given.


Please note the following:

 1)       The Tournament Committee reserves the right to refuse any entry if incomplete.

2)        An event with less than Six (6) entries will be cancelled

3)        The Tournament will be conducted as per BAI/WBBA rules.

4)        Code of conduct has already been circulated and given in our website will be strictly followed.

5)        Players of Railways and other Institutions should submit the NOC from their Organisations on or   before last date of entry.

6)        Last date of withdrawal is Monday the 8th August, 2016 (before 5 P.M.).

7)     Registration Forms of players required to be submitted as informed vide our various letters should be sent before the last date of entry.

Sub:    West Bengal Inter District Badminton Championships - 2016 to be held at the Indoor Hall of Cooch Behar District Sports Association on 27TH & 28th July, 2016

           

            Organised by: Cooch Behar District Sports Association in association with West Bengal Badminton Association

 

Dear Sir,

 

Please note that as the Playing Arena of UDBA is still under renovation, the "West Bengal Inter District Championships - 2016" is allotted to the second Applicant "Cooch Behar District Sports Association" to be held on 27th & 28th July, 2016 at Cooch Behar.

The matches will be conducted as per the following format:

 

1)       Men’s Singles                     -        1st Match

2)       Women’s Singles                -        2nd Match

3)       Men’s Doubles                   -        3rd Match

4)       Women’s Doubles               -        4th Match

5)       Mixed Doubles                   -        5th Match

 

Each District will consist of maximum Four (4) Men, Four (4) Women and One (1) Coach – cum – Manager.  A Player cannot play more than Two (2) Events.

 

You are requested to send the entries along with Entry Fees of Rs. 1000/- and the team list of your Inter District Team on or before Monday the 18th July, 2016 (before 5 P.M.).  If entry fees are paid in DD / Cheque, the same may be drawn in the name of “WEST BENGAL BADMINTON ASSOCIATION”. 

 The teams should reach Cooch Behar on 27th morning.  The Organisers will provide accommodation from 27th morning to 29th 12 Noon.  Fooding will be provided from 27th Lunch till 29th Lunch.  Rs. 400/- per day per head will have to be paid to the Organisers by the Districts concerned for each member of the Team  which means Rs. 800/- per member for total two days.  The Contact person on behalf of the Organiser is Sri Ujjal Chakraborty (9474424276).

 Your Team’s arrival details along with accommodation requirement may be communicated to us on or before the Monday the 18th July, 2016 (before 5 P.M.) with a copy to the Organiser.  If such communication is not received within the stipulated date and time mentioned above from any of the Districts, then it will be deemed that they will make their own arrangement.

 Please also note the following:

4.     At present Rs. 500/- per day are paid to the Current Bengal Players for the ‘numbers of days of participation’ in outstation Events where the Organisers are not providing free Boarding & Lodging. Henceforth, Rs.500/- for “One additional Day’ to be paid to the current Bengal Players. 

 However, as decided and notified earlier in case of current players playing Ranking Tournaments / State Championships at their residential places where accommodation is not required, the fooding expenses @ Rs. 200/- per day per player may be given, alternatively the players will have to be provided fooding for the number of days of participation.

 

PLAYERS INTENDING TO LEAVE BEFORE SCHEDULED DEPARTURE DATES

Any Player selected in "Bengal Team" for participation in Sub–Junior, Junior, Senior Nationals and East Zone Inter State Championship decides to leave/depart the Tournament Venue, on his/her own, prior to the scheduled date of departure as per “Reserved Booking” by the WBBA, shall be compulsively required to ‘reimburse’ the Association the entire costs of the ‘Return Ticket’ purchased by the Association forthwith on demand. Any defaulting Player shall not be entitled to participate in any subsequent Tournament and names of such defaulter(s) shall be put up in the Website.

 

6. LUMP SUM AMOUNT TO BE GIVEN TO PARTICIPATING DISTRICTS IN INTER DISTRICT CHAMPIONSHIP

 Rs.8000/= to each participating Districts including organising District towards fooding allowances be given for the current year.

 

REMUNERATION TO TECHNICAL OFFICIALS

At present Technical Officials when posted outside their residence are being paid remuneration for the number of days of the tournament + 2 days extra. Henceforth only “One additional Day’ to be paid similar to Current Bengal Players as per present BAI norms.

 

Umpires’ remuneration be increased to Rs. 500/- (inclusive of Rs.125/- as conveyance expenses). However, Umpires required travelling outside will get Rs. 375/- + allowances, such as AC 3 Tier fare + incidental expenses as per existing norms. 

Referee’s remuneration be Rs. 550/- (inclusive of conveyance charges of Rs.125/-) and remunerations of the Dy. Referee will be Rs. 525/- (inclusive of conveyance charges of Rs. 125/-). 

  While Observer will get at par with Referee, Umpires’ Coordinator will get at par with Dy. Referee.

 I M P O R T A N T

Please note that in the Tournament Committee Meeting held on 22nd April, 2016 it has been unanimously decided that players of Age Groups U-9/11/13/15/17/19 who have not yet submitted the new forms (available in BAI/WBBA website) along with Undertaking in Rs. 50/- Stamp Paper duly notarized, including the Birth Certificate, will not be able to participate in the next Jr. State Championship.  It has also been decided that players whose age Certificates are incomplete in Senior Age Group also as per the latest format issued by BAI should also submit the same.  We have informed this many a times vide our various circulars.  It may also be noted that for getting BAI ID also the new form and the Undertaking is a must.  Considering the serious importance of the matter, it has been decided that you may please check your records and submit the documents of the players latest by Tuesday the 7th June, 2016.

Sub:    Revised BAI Age Certificate form for Players

   

We are enclosing herewith the Revised BAI Age Certificate form for Players which has been implemented by BAI.

 

You may please note that henceforth BAI ID will be issued only after submission of the new age certificate form and the undertaking in Rs. 50/- Stamp Paper (Under-13, 15, 17 & 19 Age Group Players) duly notarized.  A copy of the new form is given in our website also.

 

It has been noticed that many District Secretaries are not giving the date while signing the forms.  Please ensure that all the columns given in the form are properly filled in.

 

In this connection, please refer to our Circular dated 26th August, 2015 wherein we have mentioned that without the undertaking in Rs. 50/- Stamp Paper duly notarized for Under-13, 15, 17 & 19 Age Group Players, registration of players will not be made / renewed for the forthcoming year.

Please note that the Council in its meeting on Saturday the 8th August 2015 upheld the decision taken by the Finance Committee as under:

 

1)      For 9/11 Years age group tournaments, entry fees will be at par with Jr. Tournaments and minimum Prize Money will be Rs. 20,000/- (Rupees Twenty thousand only) to be borne by the Organizers.  WBBA will give Five (5) Boxes of free shuttlecocks to the Organizers.

 

2)      For all WBBA approved tournaments, WBBA will give to the Organizers three (3) Banners at WBBA’s cost.  Organizers will also follow the same format of the Banners / Hoardings.  However, Sponsors Logo can be inserted in the Banners / Hoardings.

 

3)      For Current State Players during Ranking Tournaments / State Championships, Organisers may follow the following alternatives:

 

a)      They provide Fooding & Lodging as per norms Or

 

b)      They provide Rs. 500/- L/s towards fooding & lodging expenses per player per day for the number of days participation (This is being followed for the Players / Coaches / Managers attending Bengal Camps outside their residential places).

 

c)     In case of current players playing Ranking Tournaments / State Championships at their residential places where accommodation is not required, the fooding expenses @ Rs. 200/- per day per player may be given, alternatively the players will have to be provided fooding for the number of days of participation.

 

d)      However, the Organisers have to notify in advance about the option they are going to choose.

 

 

       Please also note that inspite of repeated reminders, many Districts have not forwarded the Undertaking in Rs. 50/- Stamp Paper duly notarized for U-13/15/17/19 years age group players.  It may be noted that without the Undertaking, registration of players will not be made / renewed for the forthcoming year.

 Sub:    Decisions of the Selection Committee dated 15th July, 2015

  Please note that in the meeting of the Selection Committee (Senior and Junior) held on 15th July, 2015 following decisions have been taken:

 

1)     Considering the new structure of Inter State Zonal Championships, it was decided that Selection Committee may select one Doubles Pair on the basis of their doubles outstanding performance only, if any.  Balance State players will be selected as per the existing rules.

 

2)       It was decided that irrespective of any reason whatsoever all the players selected in the Bengal Team must attend the Bengal Coaching Camps before the East Zone Championships and other Nationals.  It was also decided that absenteeism of players in the Camp duration will not be accepted.

 

         As was decided earlier all the selectors should be present during the Coaching Camps and if any player is absent or found to be medically unfit, the selectors in consultation with the Coaches of Bengal Team will replace the said player from the Standby list.

 

3)   If a player found to be injured, medically unfit or indisciplined during Zonal Championships, Nationals/National Games etc, the Coaches & Managers can take decision on the spot to drop the player / players and include other player in the team.

Sub:      Undertaking of Parents on Rs. 50/- Stamp Paper for Under-13/15/17 & 19 Age Group    Players.

 

 Dear Sir,

 Please refer to our letter dated 31st December, 2014 vide which we had requested you to send the

Undertaking for Under-13/15/17 & 19 Age Group Players on Stamp Paper (Rs. 50/-) duly notarized

as to the correctness of the age as per the format enclosed therewith and given in our website.  We

have also not received revised BAI Age Certificates of many players duly signed by the Parents, as

circulated earlier.

 You may please note that BAI has taken a decision that without the Undertaking, no ID will be issued.  We give below the excerpts of the guidelines issued by BAI:

 

QUOTE1. ALLOTMENT OF PLAYER I.D – BORN AFTER 1ST JANUARY 2014.

                The following system will effect strictly from 1st January 2014 onwards.

 

The Players should produce the certificate be dated of the same year of birth from the Registrar of Birth / Panchayat / Municipal Administration with BAI proforma and affidavit on Rs:50/- court stamp confirming the DOB, place and venue of Birth, Name of Hospital/ Nursing home etc.

 

                2. ALLOTMENT OF PLAYER I.D – BORN BEFORE 31ST DECEMBER 2013.

 

a.        BAI I.D form – to be signed by the District, State Associations with Thumb & signature of candidate. (After Verification of DOB).

 

                b.     Date of birth certificate from school / college / Panchayat / Municipality/ Registrar

                        of Birth.

     

                          c.       Affidavit by parents on Rs:50/- court stamp, confirming the DOB, place and venue of birth , name of the Hospital / Nursing home etc.

 

             3.        REGISTERED PLAYERS OF BAI.

 

Those players already allotted BAI-ID and not submitted parent affidavit are requested to submit the parent affidavit on  Rs:50/- court stamp, confirming the DOB, place and venue of birth , name of the Hospital / Nursing home etc. Minimum 30 days required to issue BAI ID after receipt of I.D application through respective member Associations” UNQUOTE

It has been noticed that many Districts have still not forwarded Undertaking of the players, as required as also many are being sent incorrectly.   Please treat the matter as Urgent and forward the Undertakings as also revised BAI Age Certificates duly signed by the Parents (who have not sent) in proper format of Registered Players of your District at the earliest.
